Coherent Corp. seeks an experienced Import/Export Compliance Analyst to join our corporate legal team. This position is part of our Global Trade Compliance Team. This position will work onsite at one of Coherent's offices in the U.S.
Primary Duties & Responsibilities
General Responsibilities
Serve as lead for import/export teams and support global trade compliance mission
Support and oversee ITAR activities as an Empowered Official
Manage corporate account and submissions in Defense Export Control and Compliance System (DECCS) and the Redesigned Simplified Network Application Process (SNAP-R)
Develop strong working relationships with government officials and respond to official requests; participate in trade organizations
Support implementation of global trade compliance program at U.S.-based sites
Advise senior management on the impact of changes to trade compliance laws and regulations
Act as the main contact for global trade compliance for specific sites
Ensure compliance with federal and foreign regulations governing the shipment, receipt, and documentation of imported/exported products to and from U.S. and international facilities
Conduct internal trade compliance training for employees and drive process improvement
Audit import/export processes as required, report results, and implement corrective actions.
Research and resolve trade compliance issues with third parties, including customs brokers, suppliers, and customers
Develop proactive strategic solution to support business operations
Export Compliance Responsibilities
Serve as the Empowered Official for ITAR facilities
Support the development and deployment of an integrated export compliance program
Perform jurisdiction and classification determinations and update site classification matrices
Integrate export compliance into New Product Introduction processes and gate reviews
Support marking and management of Technical Data and Technology
Prepare Commodity Jurisdiction and Commodity Classification Automated Tracking System requests for submission to DDTC and BIS
Manage the United States related system for export hold in Oracle and SAP
Support license identification processes and complete license applications for U.S. exports and submissions to DDTC and BIS, including Technical Assistance Agreements and DSP-5s
Advise business on compliance with provisos and conditions; ensure logging of all exports of Technical Data and Technology
Ensure compliant use of available and applicable exemptions and exceptions
Support complete de minimis and Foreign Direct Product Rule evaluations
Run a regular training and update program for United States sales, service and other employees
Receive and respond to regulator information requests
Address business questions on and raise awareness of U.S. export compliance requirements
Ensure robust recordkeeping with export compliance activities
Import Compliance Responsibilities
Strengthen import compliance program for U.S. facilities
Establish and maintain import compliance Standard Operating Procedures
Manage performance of corporate customs brokers
Conduct internal audits of compliance processes and procedures and drive improvements
Conduct import brokerage "other regulatory agencies" reviews and compliance audits
Determine proper HS code classification
Determine proper valuation for goods imported into U.S.
Assure imports into U.S. under free trade agreements/other duty reduction programs comply with local laws
Conduct import brokerage "other regulatory agencies" clearances including FDA, TSCA, FCC
Monitor and audit valuation of goods imported into the US including RMA, 9801/9802, Free Trade agreement management to qualify goods and issue FTA Certificate of Origin
Understanding of basic Preferential and non-Preferential Country of Origin determination
Education & Experience
Extensive knowledge of United States import and export laws and regulations including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), US Customs, and U.S. sanctions administered by the Office of Foreign Assets Control (OFAC)
Bachelor's degree in a related field required
5+ years working in an import/export environment
Advanced knowledge of ERP (Oracle) system, or SAP
Skills
Physical presence at facilities in Pittsburgh, Dallas, or other Coherent facilities
Strong verbal and written communication skills coupled with the ability to actively listen
Ability to collaborate with others and work cross-functionally
Ability to effectively build relationships across all locations and positions within the organization
Ability to learn and understand organization and how it functions in order to apply that understanding to projects and assignments
Self-starter and excellent teammate
Ability to work independently and manage multiple priorities in a fast-paced environment.
Excellent analytical, problem-solving, and decision-making skills
Strong interpersonal and communication skills, with the ability to interact effectively with all levels of the organization
Availability to speak with colleagues in international time zones is required

Working Conditions
Ability to work full-time during core business hours in an in-office setting
Ability to work extended hours (early morning, evening, or weekend), when necessary
Ability to travel domestically and internationally, when necessary
Physical Requirements
Ability to sit for an extended period of time
May require travel up to 25% of time
