Job Description and Duties

Under the general direction of the Power Settlements Section Manager, the Senior Hydroelectric Power Utility Engineer (HEPUE) Supervisor is responsible for planning, leading, organizing and managing the Transaction Analysis Unit. Using considerable initiative, independent judgment, and effective leadership, the incumbent will provide technical engineering experience, and develop and maintain business processes, policies, and procedures related to engineering & market transaction analysis, settlements & disputes, cost allocation & contractual changes, and data management & reporting on State Water Project's (SWP) power operations for operations optimization, regulatory compliance, and financial stability.

Special Requirements

Must have a valid California Driver's License as travel to meetings in other cities is required. Must be willing to travel by plane and stay overnight in various locations throughout the State of California, which may require work outside of normal business hours.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

The incumbent must have knowledge of principles and practices of effective leadership; must be able to work independently and cooperatively with staff and other internal organizations such as the Division of Fiscal Services, State Water Project Analysis Office (SWPAO), and Utility Power System Services (UPSS) Branch; and external organizations such as the United States Bureau of Reclamation (USBR), Western Area Power Administration (WAPA), and California Independent System Operator (CAISO). This position requires the incumbent to possess a comprehensive knowledge of departmental and energy market initiatives, processes, policies, and procedures including energy market transaction analysis, power settlements & disputes, and power cost allocation & contracts. Ability to sustain focused concentration on complex problems for extended periods; think logically and creatively; work with and correctly interpret numbers; prepare clear and concise reports and presentations. Must have the stamina and the ability to sit at a desk and/or computer for extended periods.

Must have knowledge of electrical grid operations and energy markets; energy scheduling, settlements, metering, telemetry, and reporting applications. Knowledge of CAISO energy market settlements and transaction analysis, knowledge of California State Water Project operations, reporting and advanced data analysis, Microsoft Power BI, coding, and scripting. Excellent time management and organizational skills, technical writing, and presentation skills.
