Your Specific Responsibilities:

This position is responsible for ongoing collection, analysis, and interpretation of communicable disease and syndromic trend data that is essential to planning and implementation of outbreak/epidemic response, control and prevention measures, and evaluation of public health programs and emergency response. The incumbent will also conduct epidemiological case investigations.

This position reports to the Epidemiology Program Supervisor and will be expected to cross train and support integration efforts to enhance disease control programs (Epi/STD/TB/HIV/EH) and be an active member of the Epi Strike Team. Skills needed for this position include an understanding of disease surveillance systems, epidemiologic investigation techniques, and the ability to analyze data and apply disease control methods to individuals and the community. The incumbent must promote and display exceptional customer service and communicate professionally (orally and written) with internal and external partners.

Surveillance: This position will conduct syndromic surveillance to detect and assess communicable disease clusters, outbreaks, and trends.

The position will specialize in biostatistics and have a working knowledge of informatics. They will have proficiency in statistical methods and software and health data systems. The incumbent will gather, track, and analyze population health data and communicable disease data using various national and state health systems and surveillance databases (e.g., Merlin, ESSENCE, EpiCom, FL Health Charts). They will make complex, mathematical findings of epidemiological data and use data to create products (presentations, reports, health education resources) that clearly communicate data to the intended audience to drive program activities and decision making.

The incumbent will use computer science, systems, and programs to create visualizations of data related to communicable disease epidemiology, geographic information systems, and applications in public health. They will design, develop, and manage disease surveillance programs and dashboards and web-based public health information systems.

Case Investigation: This position is aware of all Florida notifiable diseases/conditions.

The incumbent will understand and can prioritize case reports based on the disease/condition suspected. They will use established guidelines and documentation to investigate cases, conduct interviews, make a record of case investigation into Merlin, and make recommendations on disease control measures. They will communicate with local hospitals, physicians, clinics, laboratories, and other appropriate facilities to follow up on cases of communicable diseases and document all interactions.

Outbreak or other Special Investigations: The incumbent analyzes data to detect outbreaks or clusters of communicable disease and assists in disease outbreak investigations.

They will work with an outbreak team to gather, track, and analyze data and provide technical assistance with creating data visualizations. They will complete outbreak summaries and other assigned reports for supervisor review and distribute final reports to interested parties. They will display and present investigation results using presentation software. The position will provide data analysis during epidemiological investigations and will be assigned as needed to special epidemiological studies to investigate health issues in the community.

Emergency Duty/Preparedness and Response: The position will be required to work in the St.

Lucie County Special Needs Shelter and/or provide post-disaster community assessment, surveillance, and response. Will alternate with others in the Epidemiology Program to be available for consultation about epidemiology issues on a 24/7 (on-call) basis. Responds after hours to all health alerts, disease reports and/or incidents.

Other: Performs other related work as required by the needs of the organization or assigned by the Epidemiology Program Supervisor.

Required Knowledge, Skills, and Abilities:

Knowledge of disease control methods.

Knowledge of disease surveillance systems.

Skills in statistical analysis software (one year experience minimum, e.g., SAS, R).

Ability to understand epidemiologic investigation techniques and use epidemiologic resources (Red Book, CCDM, GSI) to perform investigations.

Ability to communicate in oral and written formats to internal and external partners.

Ability to establish and maintain effective working relationships with others.

Ability to create presentations and give health education presentations to diverse audiences.

Qualifications:

Minimum:

  • Bachelor's degree

  • Willing to travel within the county using own vehicle or State vehicle.

  • One year experience using statistical analysis software.

  • Florida Department of Health is required to work before, during, and/or beyond normal work hours or days in the event of an

emergency. Emergency duty required of the incumbent includes working in special needs shelter or performing other emergency duties

including but not limited to, response to or threats involving any disaster or threat of disaster man-made or natural.

Preferred:

  • Master's degree in public health, Epidemiology, Statistics, or closely related field

  • Valid Florida Driver's License
