Blackstone's Federal Practice is looking for a Senior Human Resources Consultant position to support clients in all aspects of HR including, but not limited to, the development, implementation, maintenance, and monitoring of HR related systems.

Responsibilities:

  • Liaise extensively with the business units and external vendors to analyze existing systems, business models, identify new requirements and to optimize processes for both technical and business suitability

  • Explore and develop future solutions and provide guidance for both technical and business suitability

  • Serve as subject matter expert in the specific areas of the business processes of the HR processes such as recruitment, on-boarding, learning, data maintenance, benefits administration or payroll

  • Work closely with colleagues, developers to support a variety of end users ensuring system compatibility and user satisfaction

  • Perform other duties as assigned

Minimum Qualifications:

  • 10+ years or relevant experience, at least some of which at a large organization

  • 4 year degree or additional years of relevant experience

  • Excellent written and verbal communication skills

  • Extensive working knowledge of federal employment laws.

  • Experience developing HR policy/handbooks to reflect employment laws and practices.

  • Must successfully complete a stringent Background Investigation and obtain the required Government Security Clearance

Preferred Qualification:

  • Active DHS clearance

  • Knowledge of Atlassian toolsets

  • Familiar with BPMN 2.0 and other process modeling methodologies

  • Good project management skills; ability to manage multiple projects at one time

  • Initiative, assertiveness, and resourcefulness to address customer needs

  • Superior teamwork and collaboration skill

Primary Responsibilities: Recruitment * Full-cycle HQ recruiting, including finding/sourcing, evaluating resumes, interviewing candidates (in-person or Skype), doing assessments, vetting, and make staffing recommendations; * Ensure a consistent recruiting process including: interview panels; appropriate interviewing questions and maintenance of recruitment documents; * Negotiate compensation and allowances; prepare contingent and live offers; * Maintain networks in critical sectors to facilitate effective passive recruitment; * Use traditional/non-traditional resources to identify and attract top candidates; * Develop advertising programs (internal and external) to gain high visibility with potential candidates; * Consult with hiring managers on recruitment policies, ensuring compliance with RFP requirements, USAID and donor guidelines and Creative processes; and * Develop and maintain excellent relationships with internal and external clients and / or business partners to ensure achievement of staffing goals.
