Senior HUD Construction Specialist

As a Senior HUD Construction Specialist you may be enlisted to support more complex projects or serve as a mid-line supervisor in managing complex grant requirements specified by the Stafford Act for the Department of Housing and Urban Development (HUD) Community Development Block Grant Disaster Recovery (CDBG-DR) Program.

Key Responsibilities:

  • Supervise Disaster Recovery Construction Specialists in Puerto Rico and other staff

  • Oversee Disaster Recovery construction work in Puerto Rico

  • Provide training on program policies and procedures related to construction

  • Ensure all staff provide the highest level of customer service

  • Ensure construction services provided by ICF and others under contract to third parties meet standards and program requirements

  • Review and approve construction documents and other required program documents to ensure all records are updated and maintained in strict accordance with established policies and procedures

  • Interact with senior staff from local, state and federal government agencies

  • Coordinate public outreach events and off-site applicant meetings

  • Present technical information in key meetings

Basic Qualifications:

  • Bachelor's degree; relevant experience may substitute

  • 10+ years of related work experience

  • Proficiency with software for cost estimation and construction management

  • Excellent understanding of local building codes, construction practices, green building practices and housing typologies in Puerto Rico

  • Good understanding of and ability to articulate design, permitting and other construction-related subjects

  • Ability to work successfully with socio-economic and ethnically diverse applicants

  • Ability and willingness to work a flexible schedule that can accommodate some evening or weekend work as may be required

Preferred Skills/Experience:

  • Experience with residential construction funded by HUD CDBG-DR programs

  • Experience with single-family and multi-family housing repair, reconstruction, and new construction

  • Familiarity with manufactured housing including mobile homes, travel trailers and limited housing repair programs

  • Language Proficiency: Bilingual preferred, Spanish and English

  • Experience in disaster recovery and/or housing support services or programs

Professional Skills:

  • Excellent verbal, interpersonal and written communication skills

  • Skilled in multi-tasking, organizing and prioritizing work in a fast-paced environment

  • Strong analytical, problem-solving and decision-making capabilities

  • Team player with the ability to work in a fast-paced environment

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)

ICF is seeking Disaster Recovery Construction Specialists who will support State and local communities in managing federal grants for emergency response, permanent repairs, and mitigation work to recover from damage caused by 2017 hurricanes. English and Bilingual positions are available. This team will provide construction oversight for repair, reconstruction and new construction projects in areas recovering from disaster. The work environment will be a high volume and may involve travel to remote areas. Positions may be available for those able to work in Hurricane affected areas for 3-6 months and longer. As a Construction Specialist you will: * Oversee Disaster Recovery construction work in Puerto Rico * Ensure that staff provides the highest level of customer service * Ensure that construction services provided by ICF and others under contract to third parties meet standards and program requirements * Utilize your understanding of design, permitting and other construction-related subjects Basic Qualifications: * Bachelor's degree; relevant experience may substitute * 3+ years of related work experience * Good understanding of and ability to articulate design, permitting and other construction-related subjects * Ability to work successfully with socio-economic and ethnically diverse applicants * Ability to read, write, and speak English fluently * Language Proficiency: Bilingual preferred, Spanish and English * Knowledge and experience with personal computers in a Microsoft Windows-based e Ability to work successfully with socio-economic and ethnically diverse applicants * Ability and willingness to work a flexible schedule that can accommodate some evening or weekend work as may be required Preferred Skills/Experience: * Experience in disaster recovery * Previous experience with federally-funded residential construction * Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel), Xactimate or similar construction applications * Previous experience requiring superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude Professional Skills: * Excellent verbal, interpersonal and written communication skills * Skilled in multi-tasking, organizing and prioritizing work in a fast-paced environment * Ability to be flexible to handle multiple priorities and to work limited overtime as necessary * Strong analytical, problem-solving and decision-making capabilities * Team player with the ability to work in a fast-paced environment Reasonable Accommodations are available for disabled veterans and applicants with disabilities in all phases of the application and employment process.
