Ada County's HR Department is seeking a senior level HR professional with experience in a variety of HR disciplines. Our consultants work with a wide range of county offices and departments. Dependent upon education, expertise, and passion, consultants may be assigned to focus on specialized areas ranging from employee relations to employee benefits to talent acquisition and more. The ideal candidate is service and team oriented, enjoys project management from beginning to end, and enjoys problem solving with an entrepreneurial, creative, collaborative mindset in a government sector role. Given the employee relations advisory roles in HR, prior supervisory/leadership experience is an incredible asset to this critical role.

Ada County

Performs both specialized and general human resources activities, to include coaching and advising on human resources matters and policies, training and performance management, employment law compliance, employee recruitment and retention, compensation, leave administration, and employee relations.

DISTINGUISHING FEATURES OF THE CLASS:

This position works under minimal supervision and carries out work assignments in accordance with instructions, policies, previous training, and accepted HR practices.

Essential Functions

  • Serves as a liaison for offices and departments on various HR needs, including organizational development, compensation, training, performance management, and talent acquisition;

  • Provides human resource guidance and consultation services to client departments and offices;

  • Advises supervisors and managers regarding supervision and performance management issues, including disciplinary actions;

  • Receives and responds to employee complaints, including harassment and discrimination claims, evaluates claims for possible investigation, and helps mediate issues;

  • Creates and delivers training for managers and employees on various human resources-related topics;

  • Identifies training needs and makes recommendations regarding content and professional development training;

  • Develops and updates job descriptions;

  • Processes personnel actions for consistency and accuracy, and generates related reports utilizing both Excel and an HRIS;

  • Conducts employee stay and exit interviews, assesses data, and reports findings;

  • Works with county leadership to address retention issues and recommend innovative solutions;

  • Reviews and audits HR functions and documents for compliance and identifies and recommends potential systems solutions;

  • Assists with administrative tasks such as processing unemployment claims, employment verifications, reviewing employee leave applications, and data entry related to HR functions.

ADDITIONAL FUNCTIONS

  • Contingent on education and experience, the consultant may be assigned to focus on specialized areas within the Human Resources Department including assisting with compensation analysis, worker's compensation claims, leave administration, etc.;

  • Assists with development of HR policies and procedures;

  • Interprets and explains HR rules, regulations, policies and procedures;

  • Serves as backup for other HR positions;

  • Completes special projects as assigned;

  • Performs related administrative functions as required.

Job Requirements

  • Bachelor's degree from an accredited university in Human Resource Management, Business Administration, or a related field, and three years of experience in HR; or an equivalent combination of education and professional experience;

  • Professional certification of PHR or SPHR preferred;

  • Knowledge of LMS (Learning Management Systems) preferred;

  • Knowledge of Excel at an intermediate level preferred;

  • Knowledge of the principles and best practices in HR;

  • Knowledge of performance management practices;

  • Knowledge of human resource information systems (HRIS);

  • Knowledge of applicable laws and regulations, including FLSA, FMLA, ADAAA, EEO, and Title VII of the Civil Rights Act;

  • Knowledge of effective employee supervision and motivation principles;

  • Skill in using personal computers and MS Office Suite;

  • Skill in communicating effectively with diverse populations;

  • Skill in interpreting policies and explaining complex info;

  • Skill in compiling and analyzing data and information for reports;

  • Skill in delivering presentations in group settings;

  • Skill in effectively communicating verbally and in writing and exercising tact and discretion;

  • Ability to maintain confidentiality of human resource issues and records;

  • Ability to work under own initiative and utilize independent judgment;

  • Ability to work as part of a team to accomplish division and department goals;

  • Ability to work with department heads, elected officials, vendors, employees, and the public.

OTHER REQUIREMENTS

  • Must possess a valid driver's license;

  • Ada County HR staff furnish their own transportation for conducting county business, when necessary.

Work Environment & Physical Demands

  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;

  • May be required to lift up to 20 lbs.;

  • Requires sufficient personal mobility and physical reflexes, to permit the employee to function in a general office environment and accomplish tasks.
