The Senior HR Compliance and Payroll Tax Manager reports directly to the Head of Compensation, Benefits and HRIS. This individual should have at least 6 years of payroll experience and will perform and supervise payroll tax related activities as well as update the HR handbook to insure compliance with various changes in state and local laws including paid family leaves, paid sick days and workplace accommodations. Responsible for supervising 2 Payroll professionals.

Duties and Responsibilities:

  • Maintain compliance on all federal, state and local regulations

  • Preparation of Wire Transfer entries relating to funding each pay cycle

  • Assist in reconciling payroll prior to transmission

  • Insure accurate and timely tax payments for each pay period

  • Verification of ADP vendor filings for Quarter and Year end reporting (e.g. forms 941, W-2, W-2c, etc.)

  • Auditing annual W-2s including health care value

  • Develop ad hoc financial and operational reports as needed via ADP report writing (annual Corporate Tax Report, Census, Bureau of Labor, etc.)

  • Work with various auditors including Worker's Comp and State

  • Maintain Risk Control Matrix FDICIA compliance

  • Review all G/L reconciliations of Tax Accounts and Special Earnings

  • Quarterly Accounting liability reconciliation for our Non-Qualified compensation plans

  • Assist with reconciling monthly bank statements

  • Administer tax withholding for quarterly stock dividends

  • Provide support for the annual Worker's Compensation Audit

  • Develop a multi-state payroll taxation policy

  • Assist in the development and implementation of HR policies, prepares and maintains employee handbook to insure compliance with Federal, State and Local regulations

  • Research and recommend a documentation retention software to electronically store employee HR documents.

  • Other duties as assigned


  • Bachelor's degree in HR, Accounting or Finance

  • Certified Payroll Professional (CPP) designation preferred

  • Maintain professional and technical knowledge by attending educational workshops and reviewing professional publications

  • Strong knowledge of federal and state regulations

  • Proficient with Microsoft Office Suite including strong excel skills

  • Working knowledge of ADP payroll/time and attendance systems Vantage preferred

  • Ability to deal with sensitive and confidential information

  • Strong problem solving and verbal and written communication skills

  • Ability to manage a large workload and handle multiple priorities while remaining detail oriented

  • Must be a team player with an attitude toward excellence in customer service

  • Understanding of FLSA, ACA and other related employment laws

  • Understanding of proper taxation of employer-paid benefits

  • Familiar with document retention software
