The Communication Consultant will work independently and provide support to senior Communication consultants and consultants from other Mercer lines of business to develop effective, accurate and timely employee communication strategies, work plans and materials for clients. This position will act as either primary or secondary client contact; is responsible for the implementation of communication strategies; and project management of client deliverables.

To fulfill this role, the consultant will:

  • Review and edit customized human resources communication materials for targeted audiences using appropriate media utilizing MS Word, PowerPoint and, as appropriate, HTML and software for online media.

  • Develop and implement communication strategies and work plans by editing and proofreading documents; and applying and implementing applicable knowledge obtained through experience and research; and lead discussions with colleagues on ideas to implement and design communication strategies.

  • Act as primary client contact and effectively manage smaller client projects independently (under 2,000 lives client size), delivering projects on time and within budget. Interact with clients on a regular basis by answering questions, handling edits or changes, and providing requested materials over the phone, via e-mail or by attending client meetings.

  • Act as secondary client contact and assist Communication consultants with project management and production coordination on large complex assignments (over $50,000 budgets).

  • Coordinate appropriate reviews (compliance, technical, editorial, client, vendor, etc.) and resolve complex and unique issues raised during the review process to ensure accuracy and effectiveness of the materials, escalate difficult issues to project managers and senior consultants as appropriate.

  • Leverage work, when appropriate, to other resources (analysts, administrative assistants, etc.) and provide guidance for accomplishing work and meeting performance standards.

  • Manage consultants', and when appropriate, clients' expectations by communicating clearly with these team members regarding deadlines, deliverables, and availability of resources.

  • Support business development activities by identifying new and emerging client needs and selling expanded Mercer services.

  • Bachelor's degree in English, business, communication, journalism, human resources or related field of study

  • At least, 7 or more years' extensive experience writing corporate communications, including compensation, benefits and policies and/or applicable paralegal experience or 5 years' of direct HR consulting experience

  • Provide sales support to senior-level colleagues with presentations and proposals

  • Operate well in a team environment and independently with minimal supervision required

  • Advanced editing, proofreading, and composition skills; proven technical and persuasive writing skills

  • Strong oral communication and client relationship skills

  • Excellent organizational and project management skills

  • Strong command of Microsoft Word and PowerPoint; MS Project knowledge desirable

  • Ability to prioritize and handle multiple tasks in a demanding work environment is essential

Collaborates with other HR functions supporting the design and implementation of HR compliance policy and strategy. Makes recommendations to apply, correct or improve HR compliance processes and practices while ensuring local, state and federal requirements are met. Monitors regulatory changes, conducts analysis on regulatory impacts and consults with leaders to identify risk and remediation plans. Essential Responsibilities: Conducts Hospital/Human Resources regulatory compliance audits for Joint Commission, Stroke, Trauma, CDPH, CMS, Clinical Lab (CLIA), General Acute Care Hospital (GACH), Patient Safety Licensing Survey (PSLS), Radiology, Skilled Nursing Facility (SNF), Medi-Cal Survey Consults with senior hospital and Medical Group executives regarding results of audits, risks, and options to take to become compliant prior to actual surveys Consults with Senior Hospital and Medical Group Executives in the assigned Service Areas to identify trends with regards to regulatory requirements for licenses, certifications and registrations as well as competency assessments, and annual evaluations Provides consultation to leadership for licensing, certifications and registrations for contingent employees when there is work stoppage, for seasonal use or for ongoing use to augment current staff Serves as the point person for all compliance audits. This may include the following, depending on the medical center jurisdiction: US Department of Labor (WHD and OFCCP Audits), State of California Department of Fair Employment and Housing and Department of Industrial Relation Audits, City and County of San Francisco, Office of Labor Standards and Enforcement Audits and City of Oakland audits Creates Equal Employment Office government reports. Conducts compensation audits. Provides IWD and veteran program audits. Provides support to Recruitment on issues regarding I-9's, EADs, background and pre-employment health screenings. Completes work assignments by applying expertise in subject area to generate creative solutions; ensuring all procedures and policies are followed; leveraging an understanding of data and resources to support projects or initiatives; collaborating cross-functionally to solve business problems; identifying and monitoring priorities, deadlines and expectations; communicating progress and information; identifying, recommending, and implementing ways to address improvement opportunities; and escalating issues or risks as appropriate. Provides support on projects by coordinating stakeholder contracts; assisting in the development, analysis, and coordination of project plans for compliance specific deliverables; and coordinating project schedules and resource forecasts. Ensures regulatory compliance by monitoring regulatory changes; taking action on regulatory updates and supporting the implementation of designated changes. Conducts training on compliance standards, policies and procedures. Basic Qualifications: Experience Minimum three (3) years of auditing experience in a regulatory compliance environment. Minimum two (2) years of experience working with the Centers for Medicare & Medicaid Services, The Joint Commission and/or public health agency audits. Minimum one (1) year of experience with auditing regulatory compliance with Federal, State, and municipal laws and ordinances which affect employees, sick leave, leaves of absences, wages, employees with disability and reasonable accommodations.
