Job Description:

The Health Solutions Business Unit is seeking a full time Senior HIV Prevention Technical Advisor to work with the Department of Defense (DoD) HIV/AIDS Prevention Program (DHAPP) in San Diego, CA.

Primary Responsibilities:

This individual will serve as the primary technical focal point (be available as the main, in house staff resource/expert) for HIV prevention strategies. Approaches include, but are not limited to the following topics of condom promotion and distribution, adolescent girls and young women (AGYW), HIV testing services, gender and gender based violence, family planning, improving male participation, PrEP, DREAMS, and biomedical prevention programming.

This candidate will provide expertise to DHAPP and to other organizations by 1) providing strategic technical direction on HIV prevention programming at both the headquarters and country level; 2) represent DoD/DHAPP in relevant workshops or conferences, and as an inter-agency subject matter expert for the Office of the Global AIDS Coordinator providing technical direction to inter-agency country programs; 3) develop cutting-edge solutions to complex and multi-dimensional HIV program challenges by maintaining updated technical knowledge on all areas of HIV prevention; 4) recommend and develop new technical solutions and/or standards for country programming in support of global 90/90/90 Fast Track goals; 5) provide technical advice/input to obtain HIV epidemic control by: reviewing implementing partner funding opportunity announcements, grant packages and phase renewals for optimization of HIV prevention interventions; make technical recommendations for work plans, budgets and phase paperwork; provide approval or require revisions as a requisite for funding; provide technical support to country programs both virtually and through technical assistance visits; participate in inter-agency communities of practice; serve as a technical lead on large, complex projects; mentor and coach other technical staff; work with desk officers to develop strategic plans for HIV prevention programs, documenting program achievements and disseminating best practices in other country contexts as applicable; 6) resolve highly complex and multi-dimensional epidemiological problems requiring consideration of variables that impact multiple aspects of HIV programming by: synthesizing global guidance and best practices from multiple data streams and key stakeholders to develop technical solutions for optimal HIV program implementation; guiding desk officers in the analysis and interpretation of programmatic data on HIV prevention to make programmatic decisions; 7) lead the development of highly innovative HIV program implementation solutions, achieved through collaboration and dialogue with other experts in the field by: collaborating with key stakeholders including other technical experts, desk officers, program managers, implementing partners and PEPFAR country teams to create HIV programs tailored to each country context; working with inter-agency subject matter experts to provide innovative technical support to field implementation of HIV prevention, care and treatment programs; collaborating with headquarters and field staff to strengthen quality improvement and supervision systems for HIV prevention interventions; 8) communicate with senior executive leadership (internally and externally) regarding matters of strategic importance to the organization/project by: communicating with high level stakeholders to facilitate the implementation of HIV programming, including foreign Ministries of Defense and Health, US Ambassadors, key staff at US Embassies, leadership from other US Government Agencies, directors of implementing partners, and inter-agency technical leaders; advocate high level stakeholders to amend foreign policies, change program implementation, institute systemic change in order to impact HIV prevention.

Basic Qualifications:

1.Education: Doctoral degree in public health or related field from an accredited college or university.
2.Prior Work Experience: Minimum 8 years of experience implementing and/or providing technical assistance in HIV programming. At least 5 years of experience in implementing and/or providing technical assistance in the design and implementation of international health programs. Experience in conducting on-site trainings and education on HIV-related programming; working with and fostering professional relationships with USG, host-country counterparts and representatives from other key stakeholders.


Prior work with a USG Agency or the military is preferred.
3.Language Proficiency: Written and oral proficiency in English is required. Outstanding written and oral communication skills are required. The incumbent must be able to communicate effectively and accurately with all team members, USG, NGO, and government officials. Candidate must be able to communicate effectively with remote team members. The individual is required to be capable of preparing documentation, progress reports, and presentation materials. Correspondences and documents are to be prepared in a professional and competent manner.

Knowledge:
Proficiency in Microsoft Office suite of software; the ability to identify programmatic strengths and weaknesses from indicator data analysis, site visits, and public health evaluation data analysis; and the ability to identify, adapt and implement best practices to specific project contexts are required.
5.Travel: This position involves international travel, the incumbent must be able to travel domestically and/or internationally up to 30%.
6.Citizenship: Due to Federal contract regulations, US citizenship (no dual US citizenship) and the ability to obtain a Secret Clearance is required.

The Senior HIV Prevention Technical Advisor will work under the direction of the DHAPP Technical Branch Chief, the DHAPP management team, and Leidos management.
