ERM is seeking a Senior Consultant, Health and Safety (H&S) to provide support for the Flexforce@ERM Program and work closely with the North America (NA) H&S Team. The individual in this role will report to the NA H&S Director and the Flexforce Managing Partner. The ERM office location for this position is flexible, although ideally the position would be located in ERM's Denver, CO or Houston, TX office to work closely with the one of ERM's largest Flexforce staffing deployments and ongoing projects.

The HSE Manager will be responsible for ensuring H&S compliance with applicable regulations, company standards, and client-specific requirements, all while fostering an environment where caring for employee health and safety is a core value. The role requires an individual that is well organized, an active H&S leader, an engaging communicator, and is able to function in a collaborative team role while still working independently. The role requires someone who is capable of developing creative solutions to help advance the H&S systems and culture of the Flexforce Program.


  • Serve as ERM's HSE Manager in support of the Flexforce Program.

  • Strategic contributor as a member of the NA H&S Team.

  • Act as a catalyst and a leader for the development of a world-class health and safety culture.

  • Build strong, collaborative, and positive relationships with all levels of ERM staff to accomplish organizational goals.

  • Be an active HSE leader and ensure Flexforce Program risks are identified and mitigated.

Operational H&S Excellence:

  • Provide H&S support and guidance for NA based projects incorporating the use of the Flexforce Program.

  • Ensure H&S risk mitigation tools are appropriate to manage project risk for Flexforce staff in accordance with all applicable laws, individual client requirements, and ERM policy requirements.

  • Actively manage incidents, post incident investigations, and root cause analysis for Flexforce Program related incidents.

  • Communicate H&S affairs as a member of the Flexforce Program team and ensure alignment and integration of NA and global H&S tools and programs.

  • Provide information to employees regarding available programs, answer basic questions and refer non-routine queries to the appropriate individual, ensuring all issues are dealt with professionally and in a timely manner.

  • Attend NA H&S Team and relevant project team meetings, deliver H&S moments during Field Services meetings that are relevant to field efforts supported by the Flexforce Program.

  • Provide support for the NA H&S Team on global and regional H&S initiatives.

  • Conduct H&S audits to ensure the highest level of adherence to ERM's H&S policy.


  • Develop and deliver H&S training to build competency and knowledge with new hires and existing staff.

  • Partner with HR and H&S support team members to ensure safety training is assigned to all ERM employees per regulatory/client requirements.

  • Administer and facilitate internal training on various H&S topics.

Tracking / Reporting:

  • Serve as the focal point for the development of Safety Alerts related to Flexforce activities.

  • Monitor data trends to drive risk mitigation discussions with program-specific and Regional leadership teams.

  • Ensure compliance with group incident reporting and investigation procedures.

  • Ensure pre-placement medical assessment process is adequately managed.

  • Track and manage incident and near miss investigations.


  • 8+ years of experience in an H&S management role.

  • Recognized professional health and safety certification is preferred, such as ASP or CSP, but not required.

  • Hands on experience designing, implementing, and managing health and safety systems.

  • Computer skills including MS Office (specifically Word, Excel, PowerPoint, and Outlook).

  • Knowledge of Occupational Safety and Health Administration (OSHA) regulations.

  • Knowledge of outdoor field-related, facility based, and community safety and risk issues.

  • Advanced trainer/instructor skills.

  • Superior interpersonal and influencing skills, including the ability to work with various groups of stakeholders to ensure adoption of and consistency with ERM systems.

  • Excellent verbal and technical writing skills.

  • Ability to maintain and preserve strict confidentiality.

  • Ability to travel up to 50% to perform field audits, deliver instructor lead training for large field efforts, attend team meetings, and H&S related industry conferences - travel requirements may fluctuate based on seasonal and project requirements.

  • Strong preference for individuals with professional services/consulting experience.

  • Ability to rise to the challenge in high-pressure environments, managing diverse internal stakeholders, and becoming energized by a vibrant team of colleagues based across North America.

Your Key Responsibilities * Grow and assist in leading our Environmental Services Program with a focus on US energy sector clients in the oil and gas markets. * Work on projects throughout the US. * Work in one of Stantec's offices in the Gulf Coast or Southeast although other locations are not excluded and will be considered. * Manage FERC natural gas or liquids projects, communicate effectively with clients, direct tasks by junior staff, quality review work products. * Provide technical leadership and project management on a wide variety of environmental planning and permitting projects for energy, government, and private sector clients throughout the US. * Conduct project-related research (historical data, regulations, etc.). * Project management responsibilities include developing proposals; managing projects and budgets; coordinating with clients, stakeholders, and internal project staff; and performing and overseeing project technical work. * Prepare permit applications, including gathering supporting documentation, coordinating comment response with agencies, database investigations. * Manage agency coordination related to Threatened and Endangered Species, Sections 404/10, Coastal Zone Management Act, and Section 106 Cultural Resources. * Develop and maintain positive client relationships, including seeking opportunities for new business. * Carry out project work within agreed time-frames and on budget. * Create technical documents and provide review of technical documents that support regulatory submissions. * Support and ensure implementation of Health, Safety and Environment (HSE) Policies, Procedures, Standards and Guidelines in the execution of all work and coordinate with HSE professionals during the execution of all phases of project planning and implementation. * Complete applicable company and client required health & safety training (including OSHA required training). * Communicate and collaborate with other Environmental and Regulatory Specialists to ensure consistency in project execution. * Participate in team and independent based work. * This position works as part of a larger natural resources team and there will be opportunities to support multiple Stantec offices with extended Your Capabilities and Credentials * Minimum of 7 to 10 years' experience permitting energy projects and related field studies. * Demonstrated experience managing FERC-regulated projects 7(b), 7(c). * Demonstrated experience managing Resource Report Development for FERC-regulated projects * Demonstrated experience with FERC and NEPA requirements and processes, mitigation measures, and related implementation.
