Complete Description:
The clients operations program requires the procurement of a Senior Technical Project Manager to be the technical liaison for the client. The Senior Technical Grants Manager will provide technical grants management oversight and reporting for clients grant/federal contracts.

The Senior Technical Grants Manager (STGM) will oversee the management of projects on behalf of client based projects, coordination, financials, reporting and project planning. The successful candidate will be responsible for providing financial, reporting, and compliance guidance for clients grants portfolio.

Project management that adheres to best practices; and will ensure that the assigned project is completed on-time, within scope and budget; and produces an extremely high quality of deliverables. The Grants Manager will act as the project management technical lead and will work with client programs and other project team members, and District agency officials to oversee grants management in support of the assigned project are properly delivered. The selected candidate will be responsible for all aspects of grant management, deliverables and oversight.

Drive project management, coordinating with a number of capabilities to support grant-making and advance the vision, ensuring deadlines are met
Foster meaningful relationships with internal stakeholders and external partners to ensure successful outcomes across multiple portfolios
Proactively seek and share knowledge, managing inputs to ensure accurate reporting on key metrics in real-time
Use team best practices to facilitate program evaluation and measurement to support effective investment decisions
Collaborate to analyze grant funding opportunities and participate in the grant recommendation process

Responsibilities:
1.Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
2.Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
3.Provides consultation on complex projects and is considered to be the top-level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.

Minimum Education/Certification Requirements :
Bachelors degree in Information Technology or related field or equivalent experience; or a current Project Management
Professional (PMP) Certification

Required skills:

Bachelors degree in IT or related field or equivalent experience

Experience as a Grants Management oversight within Government parameters.

Experience in planning and management of mission critical Projects / Programs

Experience with the Software Development Life Cycle (SDLC)

Experience conducting Business Impact Analysis

Experience managing project teams

Experience in business process engineering / process improvement

Experience working with quality management approaches, techniques, and principles to ensure quality

Certified Project Management Professional (PMP) from the Project Management Institute (PMI).

Requirements Grant Manager, Non Industry - Biomedical Graduate Research Organization (BGRO) This position is responsible for assisting the Sr. Grant Manager – Non-Industry with oversight of all financial management functions within the BGRO Clinical Departments including but not limited to managing funds described as: Sponsored Research ( 1802 ). The Grant Manager will have general knowledge and applicability of 0MB Circulars A-2 J, A-110. and A-133 as appropriate to the extramural award process is a critical part of the daily management and analysis functions. S/he assists Sr. Grant Manager – Non-Industry with faculty in analysis, management, and reconciliation of all GMS work-tags and subcontracts and serves as the administrative liaison with Federal, State and Corporate sources of funding. The incumbent is responsible for completing the monthly sponsored project reconciliation process. This position has significant authority in the absence of the Director for Finance and Administration. The Finance Administrator manages journals/cost transfers, coordinates effort reporting, purchasing, and prepares and tracks invoices. Duties include but are not limited to: * Oversees and provides daily management of $5 million in extramural support from government, foundations and private agencies as well as multiple subcontracts. * Adheres to budgets, policies, and regulations, manages and analyzes expenses and reconciliation and communication of all awards. * Ensures all financial status reports are accurate and timely. Ensures invoices including subcontracts are within the budgeted award and scope of work. * Monitors and provides center leaders with the fiscal status of all funds, ensuring all funds in deficit or under spent are addressed promptly and brought to the attention of the Director for Administration. * Prepares monthly variance reports and communicate results to leadership. * Reviews and approves all financial documents and human resources documents requiring fiscal approval by the Director for Finance and Administration. * Follows-up on questionable transactions to ensure compliance with Medical Center and University policies and procedures, and serves as a resource to scientific leaders. * Establishes or coordinates new work-tags and other system components. * Coordinates changes in awards and new awards with Pre-award and communicates with BGRO staff who have responsibility for managing these areas. * Other Award activities as assigned. Sponsored Project Management As a Department Financial Manager for Sponsored Project, the employee is responsible for financial management of the sponsored project to ensure compliance with sponsor's requirements and University's policies and procedures. Within 30 days after the close of the month (generally the 8th business day after the end of the month), the duties to be performed by the employee include, but not limited to: Review and reconcile expenses on the Award Reports to ensure that the expenses are a) allowable by the sponsor for the project, b) allocable to the project, c) reasonable and necessary, d) supported by required documents, and e) within the budgeted amounts; Review salary distributions to ensure that they reasonably reflect employees' level of effort on project.
