GENERAL DESCRIPTION:

Join the Wyoming Department of Workforce Services (DWS) and play a vital role in facilitating employment and training services for the citizens of Wyoming. As a Senior Grant Financial Manager, you will contribute to the mission of DWS by ensuring the effective allocation and utilization of grant funds to support workforce development initiatives.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Serve as the primary contact for evaluation, research, and problem resolution related to grant management.

  • Monitor, input, review, and approve fiscal data in the state's accounting system (WOLFS).

  • Prepare ad hoc fiscal reports from data stored in WOLFS.

  • Develop and adjust associated budgets and coordinate budgeted funds for employment and training programs.

  • Coordinate grant activities and monitor grant expenditures to ensure compliance with funding requirements.

  • Develop, install, and implement accounting systems, records, methods, and procedures to address changes in grant requirements.

  • Ensure adherence to Generally Accepted Accounting Principles (GAAP) and perform annual year-end closing.

  • Oversee all purchasing, accounts payable, inventory, fixed asset, vehicle management, contract, grants, accounts receivable, and federal funds for Workers' Compensation.

Qualifications

KNOWLEDGE:

  • Understanding of Generally Accepted Accounting Principles (GAAP) as they pertain to government accounting systems.

  • Knowledge of government management principles, including budget development, purchasing, and administrative policies.

  • Familiarity with fiscal auditing methods and techniques.

  • Proficiency in interpreting complex grant funding requirements, submissions, and budget projections.

  • Strong oral and written communication skills.

  • Organizational and planning skills, with efficient time and work management abilities.

  • Ability to interpret State and Federal laws and regulations regarding budget administration.

  • Attention to detail and the ability to analyze information and formulate conclusions.

  • Proficiency in using financial management software, including word processing, Excel

spreadsheets, and databases.

  • Ability to work independently, adapt to changing priorities, and train new employees.

MINIMUM QUALIFICATIONS:

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

OR

Education:

Bachelor's Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Analyst

None

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Minimal travel necessary, 0-2 days per year
