Mercer's Government Human Services Consulting (GHSC) is seeking a Senior Government Consultant

• Pharmacist. The role is able to be performed remotely, however, our primary offices are in Phoenix, Minneapolis, Atlanta and Washington DC.

• Pharmacist will participate in and help lead projects with GHSC's clients. Our clients are primarily agencies responsible for State Medicaid and CHIP fee-for-service and managed care programs.

• The person in this role is part of a multi-disciplinary GHSC team working to assure that financial, policy and clinical considerations are addressed for our clients.

• Some of the responsibilities of this role include providing our clients with Medicaid and CHIP managed care and fee-for-service pharmacy benefit policy and operational expertise, project management, team management, client management, analytical oversight and business development.

We will count on you to:

• Participate as a team member and help lead projects to help states develop, implement and improve their Medicaid and CHIP programs, including managed care and FFS reimbursement rate support (e.g. AAC, MAC, COD surveys, trend analysis)

• Be viewed by the client as an expert on Medicaid pharmacy program design in areas that may include policy, federal authorities, program operations, financial and budgeting aspects of Medicaid and CHIP programs

• Clearly define the scope, timelines, staffing and deliverables for the project and ensure the project team is within budget, on time and providing deliverables consistent with the scope

• Consider the implication of policy, legal, political or other changes on the operation of a state's Medicaid pharmacy program

• Present results and analysis to clients and key stakeholders; during presentations, answer detailed and challenging questions regarding the data and analytical methodology

• Work on multiple projects with multiple clients simultaneously

• Assist in responding to RFPs including developing strategy, writing the technical proposal, and developing the budget/cost proposal

• Participate in sales pursuits with new and current clients

• Participate in the development of GHSC's thought leadership for both internal and external audiences

What you need to have:

• RPh or Pharm D required

• Active pharmacy license in at least one state required

• State-level Medicaid agency or Managed Medicaid pharmacy management experience required, including experience with regulations, waivers, state plan amendments and/or state operations

• Minimum 10 years of relevant experience required

• Track record of leading effective project teams and being accountable for project results required

• Ability to thrive in a hybrid or work-from-home working environment

What makes you stand out?

• Master's degree in health policy, public policy, public health, business administration or related field

• Subject matter expertise in value-based purchasing, alternative payment methodology, Medicaid managed care rate development process, 340B drug pricing, and/or Medicaid PBM procurement including CMS certification

• Experience identifying, designing, recommending and implementing efficient, innovative business solutions to client's complex challenges

• Consulting experience
