GENERAL DESCRIPTION:

The position is in the GIS Division of the Planning & Development Services Department, working under the general direction of the GIS Manager. The Division provides data collection, GIS support and application development for departments under the St.

Lucie County Board of County Commissioners. The primary responsibilities of the Senior GIS Analyst are spatial database support and web/application development.

ESSENTIAL JOB DUTIES:

Perform data collection.

Database development, database application programming and mapping design work.

Conduct functions in the development and support of the County's geographic information system (GIS). Create maps, reports and data entry/query applications on computer automated mapping and database management systems for research, decision support and presentation purposes.

Update, maintain and ensure the accuracy of digital data tables, graphics and computer program code.

Provide GIS technical assistance to County personnel and handles customer service requests.

Understand and comply with the St.

Lucie County Board of County Commissioners employee handbook and other established policies and procedures.

Perform other job-related functions as required.

Knowledge, Skills and Abilities:

Knowledge of:

GIS Database Administration, programming and application design, ArcGIS Enterprise, Project Management principles, digital accessibility concepts

Skills: ArcGIS Pro, SQL Server, ArcSDE, Python, HTML5, ArcGIS Online, ArcGIS Enterprise, ArcGIS Experience Builder, ArcGIS Apps (Field Maps, Survey123)

Ability to:

Deal effectively with the public and present information in a clear and concise fashion.

Work well under pressure with fixed deadlines.

Establish and maintain effective working relationships with members of the Department and other agencies. Learn and evaluate new technologies.

ENVIRONMENTAL CONDITIONS:

Physical Demands and Work Environment

Nearly constant work inside the office in a sedentary posture.   Periodic attendance at meetings inside and outside the County office buildings.  Occasional field trips to unimproved and improved development sites, agricultural areas and wilderness areas.

As a requirement of County employment, County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator.  During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from an accredited college or university in Computer Science, GIS, Planning, one of the physical or natural sciences or a closely related field

Experience: Minimum of four years of experience in relational database development, GIS Analysis, and GIS application design and implementation.  Experience with ESRI ArcGIS Pro, ArcSDE, ArcGIS Server/Portal, ESRI Mobile Apps, Experience Builder, and spatial service publishing required.

NOTE: An equivalent combination of experience/training and/or experience may be substituted to meet the above noted minimum qualifications.

Licenses, Certifications, or Registrations:

Valid Florida Driver's License with good driving record required.  GISP or Professional certification in GIS/computer programming desired. Remote Pilot Certification desired.Pay Grade G205
