SPECIFIC JOB DESCRIPTION ANSER is looking for candidates to assist in identifying and assessing forensic and biometric related research and development projects that support the short range (operational test and evaluation, validation studies) and long range needs (basic research studies) including the planning, programming, acquisition, implementation and enhancement of selected intramural and extramural forensic science research programs.
Candidate may also be required to perform (either individually or as part of a research team) intramural research conducted at DoD forensic laboratories.
Additionally, the candidate will need to interface with others in the forensic science research community (including other government agencies, academia, and industry). These engagements will require the candidate to have a strong grasp of scientific method and research protocols to effectively advise the client on the capabilities and limitations of proposed research.
Other key tasks include but are not limited to:
Promote internal and external research through program management, testing, and evaluation efforts
Help bridge technology and capability gaps as identified by forensic examiners, warfighters, federal partners, and state/local law enforcement
Foster academic partnerships through educational outreach programs
Provide subject matter expertise to external partners and stakeholders regarding forensic science and biometrics
Monitor existing forensic and biometric research projects; conduct site visits to existing projects, customers, and potential partners
Identify S&T partners throughout industry, academia, and government organizations
Liaison between government client and other biometric and forensic RDT&E sponsoring organizations
Assist with the solicitation, evaluation and monitoring of RDT&E projects
Assist with the identification and execution of RDT&E requirements
Support clients intramural research programs
Present research findings at scientific and professional meetings EDUCATION AND EXPERIENCE PhD in a physical or life science field.
At least ten (10) years of progressively responsible experience including at least five years experience in program/project management in forensic related efforts or programs.
SKILLS AND EXPERIENCE Successful candidates will provide extremely high level subject matter expertise and advanced scientific and technical knowledge and analysis in the areas of forensic and biometric RDT&E.
They will possesses a PhD in a physical or life science field and will have experience in one more forensic science disciplines in a research capacity and/or as a practitioner in a forensic laboratory.
They will also have an understanding of the U.S.
Government's RDT&E policies, processes, and procedures to include methodologies to solicit, evaluate, program, and monitor extramural projects that support the clients RDT&E goals.
The candidate will conduct periodic literature reviews of on-going research and make recommendations to the client (either orally or in writing) on programs or projects that have application to DoD requirements.
Ideally, the candidate will possess experience with one or more DoD forensic laboratories and have an understanding of DoD applications for biometrics and forensics especially those applications unique to the Department.
Required Qualifications * U.S.
DoD Secret Clearance (with eligibility for a Top Secret) * Experience conducting scientific research in a laboratory setting
Proven ability to work independently with minimal oversight
Strong planning and schedule management skills encompassing concurrent project activities
Experienced in providing consultation on complex projects
Proven capability to engage others effectively in small and large group settings
Proficiency with Microsoft Office (Word, PowerPoint, Excel, Office).
Excellent oral and written communication skills Desired Qualifications
Solid publication record in peer-reviewed, scientific journals
Prior/current experience in a DoD forensic laboratory
Prior/current experience supporting the identification, selection, and monitoring of U.S.
Government sponsored or conducted RDT&E programs or projects
Understanding of the DoDs Defense Forensic Enterprise and DoDs forensic missions and requirements
Knowledge of DoD-unique forensic requirements/applications
