Position Overview

The Division of Alcoholism and Substance Abuse is seeking to hire a self-motivated, knowledgeable, ambitious, detail-oriented administrator to supervise the Grant Development and Fiscal Management Unit for the Office of Opioid Settlement Administration. The Public Service Administrator serves as the Senior Fiscal and Grant Manager for the Office of Opioid Settlement Administration. Serves as full-line supervisor. Directs, coordinates, and reviews the administration grant development operations and planning for the Statewide Opioid Settlement Administrator. Monitors functions related to fund disbursement for providers. Serves as a representative at meetings, conferences, and various functions and at the direction of the Administrator makes recommendations for specific courses of actions for task force, committees, etc., relative to the Office of Opioid Settlement Administration as it relates to fiscal management and grant development. Reviews and approves responses to state, departmental, and other requests for information.

Job Responsibilities

  • Serves as the Senior Fiscal and Grant Manager for the Office of Opioid Settlement Administration (OOSA).

  • Serves as full-line supervisor.

  • Directs, coordinates, and reviews the administration of grant development operations and planning for the Office of Opioid Settlement Administration (OOSA).

  • Monitors functions related to fund disbursement for providers.

  • Serves as representative on behalf of the Statewide Opioid Settlement Administrator (SOSA) at in-person meetings, conferences, and various functions.

  • Reviews and approves responses to state, departmental, and other requests for information.

  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in fiscal or accounting.

  • Requires three (3) years of progressively responsible accounting experience in a public or private organization.

Preferred Qualifications

  • Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, training staff, approving time off, and preparing and signing performance evaluations.

  • Three (3) years of professional experience interacting with and communicating in oral and written form with internal and external stakeholders.

  • Three (3) years of professional experience utilizing policies and procedures for a public or private organization.

  • Three (3) years of professional experience working with programs and service objectives, activities, and operational systems for a public or private organization.

  • Five (5) years of professional experience utilizing word processing and spreadsheet applications such as Microsoft Office Suite and Excel.

  • Five (5) years of professional experience directing fiscal management and grant development activities for a public or private organization.
