Senior Fire Business Analyst

(Official Classification Title: Senior Public Safety Business Analyst)

Salary displayed includes 9.5% general salary increase effective July 14, 2024.

The Ontario FireDepartment invites you to apply to join the team as a Senior Fire Business Analyst. This management level position will be responsible for administering technology systems, software programs and managing technical projects. The Senior Fire Business Analyst will assist the Fire Administrative Director with the implementation of programs for the Ontario Fire Department and will work independently to maintain and evaluate public safety technology systems.

The following procedures will apply:

  • The eligibility list will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.

  • The hiring department has the discretion to consider internal applicants on the eligibility list prior to considering all applicants on the eligibility list.

  • The City reserves the right to limit the number of external applications accepted to the first one hundred (100) applications.

  • Completed applications will be reviewed and only qualified applicants whose qualifications best meet or exceed the requirements of the position and needs of the City will be invited to participate further in the selection process.

Examples of Essential Functions

The essential functions typically performed by the Senior Fire Business Analystinclude the following:

  • Administers, maintains and evaluates public safety technology systems including mobile data computers, station alerting and software systems, sometimes with other technical services personnel and/or outside vendors.

  • Identifies and analyzes system issues and makes recommendations, implementing preventative solutions.

  • Works with technology vendors and agency personnel to coordinate technical projects, communicating expectations, performing system testing and coordinating deliverables/services.

  • Reviews and/or resolves inquiries and technical requests for public safety technology systems.

  • Attends user group meetings and relevant trainings/classes/workshops.

  • Conducts training and presentations for new systems and upgrades to staff and external customers (i.e., other fire departments).

  • In collaboration with the Information Technology Agency, coordinates software and operating system maintenance on CAD workstations and servers.

  • Participates in system design specifications, including project scheduling and timelines.

  • May supervise the activities of staff including (employee) selection, (employee) development, (employee) disciplinary action and complaint resolution.

  • Manages performance of contractors and vendors by establishing and monitoring service level agreements and quality of service standards.

  • Oversees, reviews and evaluates the work activities of assigned staff and consultants/vendors and meets with staff to identify and resolve problems.

  • Serves as a point of contact for Fire Dispatch to potentially resolve technical inquiries and requests, troubleshooting system problems/outages calls for service in collaboration with the Information Technology Agency during on-duty and off-duty hours.

  • Analyzes the performance measurement process to ensure improvement of organizational efficiency and effectiveness including the use of performance indicators.

  • Works with staff to extract and analyze data from Dispatch and Fire Department databases; interprets and prepares data for studies, reports and recommendations for Fire Department and other public agencies.

  • Utilizes applications to analyze and interpret data to assist the department with the department strategic plan.

  • May use complex drafting and drawing applications to implement and maintain a comprehensive geographic information system (GIS), including updating the base map layer, common place layer and additional layers as specified.

  • Interact with other departmental, City and county staff to obtain and share data/information, ensuring the data and software meets standards; exchange knowledge and technology; receive timely updates of new streets, business complexes, multi-unit housing and other data from multiple sources.

  • May use multiple software applications and platforms to assemble, organize and digitize information into appropriate GIS database.

  • Performs related duties as assigned.

Qualification Guidelines

Education

Bachelor's degree from an accredited four-year college or university with a major in Business Administration, Project Management, Information Systems, Computer Science, GIS or a related field. Additional related experience may be substituted for the required education.

Experience

Three (3) years of experience in the field of technology or software system support and analysis, or similar field in a multiplatform information systems environment including one (1) year of lead or supervisory experience.

Licenses

A valid California Class C driver license and an acceptable driving record at the time of appointment and throughout employment.

Special Requirements

Ability to work evenings, weekends and holidays as needed.

Desirable

Experience within a public safety agency and with GIS is highly desirable.
