PRIMARY FUNCTION

  • Concentration on financial processing, reporting, accounting, financial services, and forecasting within the Department of Finance.

  • Oversees highly technical accounting, financial reporting, financial services, and provide financial quality control expertise primarily within the Department of Finance.

  • Performs highly responsible financial, operational, planning, and administrative work.

  • Provides technical assistance and advice to fiscal personnel in all City departments and makes recommendations to management on fiscal matters and policies.

PRINCIPLE DUTIES AND RESPONSIBILITIES

  • Prepares and presents financial information including the City's Annual Financial Report (CAFR), monthly income statements, and quarterly reconciliations.

  • Participates in the development of the annual financial audit and internal audits.

  • Assists in the development of fiscal policy consistent with the City's financial condition.

  • Supervises professional and support staff and their functions

  • Oversees the maintenance and reconciliation of the City's financial records and reports.

  • Coordinates enhancements and improvements to the financial revenue systems.

  • Assists in the City's debt management and bond offerings.

  • Formulates and recommends City tax rates and user fees.

  • Coordinates analytical financial reviews and special projects as required.

  • Confers with officials and representatives from the public and governmental agencies concerning financial matters.

  • Promotes and ongoing attitude of dedication to excellent public service and ensures that external and internal customers are provided with the highest quality of service.

  • Operates a data processing terminal, personal computer and other related equipment in the course of the work.

  • Performs all related work as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Must possess a Bachelor of Science Degree in Accounting from an accredited college or university with major coursework in accounting, finance, or related field; CPA preferred.

  • At least five (5) years or progressively responsible accounting and fiscal experience in a supervisory position, preferably in a government environment,

  • Extensive and thorough knowledge of accounting principles and methods with emphasis on governmental accounting and fiscal practices.

  • Comprehensive knowledge of fiscal planning and financial services, thorough knowledge of automated financial systems, applications and uses.

  • Working knowledge of laws, ordinances, and regulations governing the financial operation of the City.

  • Working knowledge of public or business administration.

  • Demonstrated ability to coordinate operational functions and supervise related personnel.

  • Ability to analyze complex financial problems.

  • Ability to communicate courteously and effectively, both verbally and in writing.

  • Expert level Excel skills required.

WORKING CONDITIONS

  • Work is normally performed in a quiet office, seated at a desk utilizing a computer.

  • While performing the duties of the job, the employee is frequently required to sit, walk, talk, hear and use other hand and finger motor skills.

  • Vision requirements include close vision and the ability to adjust focus.

  • May occasionally lift/move up to 25 pounds.

Must pass a criminal background investigation and pre-employment physical.

City residency is required within one (1) year of employment.
