Incumbent serves as Senior Financial Analyst in BTOp Fiscal & Budget -- a division of Business and Financial Services (BFS). This position provides high-level analytical support to the Budget Director and Core Leadership Team (CLT) in the areas of permanent budget and staffing, payroll and other expenditures. Incumbent performs complex analyses, determining appropriate data sources, and creating reports used by management for decision-making.
Responsible for complex budgeting, financial management and analysis of BFS's annual allocations and expenditures, totaling over $30M annually, including determining appropriate fund sources, tracking costs, analyzing trends, and preparing standard and ad hoc reports for management. Independently responsible for the tracking and allocation of complex funding sources and providing crucial resource, operating and forecasting analyses.
A Bachelor's Degree in related area; and/or equivalent experience/training.
Thorough knowledge of finance policies, practices, and systems. Expertise in the principles and practices of fiscal planning analysis, budgetary systems and forecasting, and fund accounting.
Proven experience and knowledge of concepts of accounting principles including fund accounting, internal control standards, and cost accounting.
Demonstrated technical skills to interpret and apply those principles to budgetary and/or accounting tasks.
Understanding and working knowledge of permanent budget reports, systems, information and the relationship to various operating ledger and costing reports.
Intermediate Excel skill level, with an emphasis in creating new reporting documents, analytics, streamlined & comprehensive reporting tools.
Strong ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.
Demonstrated expertise in applying advanced computer technology as a problem-solving tool in financial modeling, analysis, budgetary management, and other administrative functions.
Expert skill in analyzing large quantities of financial, budget and employee data, summarizing and extracting pertinent data, compiling relevant information in a variety of appropriate formats.
Excellent interpersonal, oral and written communication skills. Demonstrated ability to effectively present information verbally and in writing in a clear and concise manner.
A Bachelor's Degree in Business Administration, Management, Accounting, Statistics, and/or Finance and four (4) years of experience in administrative analysis or operations research; or an equivalent combination of education and experience.
Demonstrated knowledge of HTML editors and other Web site development tools.
