Summary

Responsible for providing complex financial analysis, budget development, oversight for special projects, and financial recommendations for internal and external stakeholders.

DUTIES

  • Developand monitor the operating and capital budgets for assigned departments, including but not limited to, the development of financial proformas, rate and impact fee research, development, and implementation, preparation and review of financial forecasts, maintenance of business reports and documents, and recommendation(s) and information presentations to internal and external stakeholders.
  • Serve as liaison to assigned enterprise/utility fund departments, specifically addressing the financial complexities associated with their revenues, expenditures, and capital improvement plans.
  • Prepare major public documents, including but not limited to, the annual budget, rate book, budget in brief, and capital improvement program.
  • Confirm funding is available for order requisitions and projects; research and prepare funding recommendations when funding is insufficient.
  • Provide ad-hoc research and assistance in the development and compilation of the Annual Comprehensive Financial Report (ACFR) and periodic bond rating call packets.
  • Maintain position control for assigned departments, review for accuracy against budgeted positions, research, and correct errors, and assist with updating position control for next fiscal year.
  • Review external funding agreements, reimbursement schedules, and financial data associated with grants, as needed.
  • Review and process departmental budget transfers.
  • Prepare financial reports including but not limited to revenue and expenditure reporting; present data to internal and external stakeholders as need.
  • Serve as the lead for revenue, fee, and/or cost-of-service study analysis and maintenance of the financial software, including but not limited to adding new funds, divisions, or object codes.
  • Assist in monitoring City of Denton franchise agreements and handling correspondence for agreements.
  • Assist in the development of the City of Denton cost allocation model, annual tax rates, debt forecast, and general fund forecast.
  • Collaborate with governmental agencies to obtain financial and legislative information.
  • Provide guidance, assistance, and training to peers as requested.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • Bachelor's Degree from an accredited college or university in Accounting, Finance, Public Administration, Business Administration, or related field; and,
  • Two (2) years' experience in financial analysis, budgeting, rate, costs, revenue analyses, or related field,

OR

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

  • Skill at the advanced level with Microsoft Office 365 and other software systems necessary to complete work.

  • Skill in complex problem solving; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

  • Ability to prepare and forecast budget documentation for multi-department budgets.
  • Ability to analyze, understand and communicate complex financial reports.

CONDITIONS OF EMPLOYMENT

SAFETY

  • Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting no more than 10 pounds.
  • Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
  • Travel: Travels to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position.
  • Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
