The Administrative Services Division, Office of Finance team is seeking a Senior Financial Analyst to join their team!
What You'll Do:
Independently research & analyze complex service and billing information to prepare invoices.
Independently resolve errors, modify data &/or determine appropriate action. Researches and analyzes customer usage and utilization based on multiple sources & compiles it in consumable format
Create invoice files and upload files to be interfaced into the Ohio Administrative Knowledge System (OAKS)
Confirm appropriate authority to invoice prior to issuing bills (e.g., Ohio Revised Code/Ohio Administrative Code, OBM rate approval memo, contracts, MOUs, etc.)
Independently manage timely collection and validate of consumption data from program offices
Work with program areas to resolve data issues if discrepancies are identified. Ensure data is accurate prior to invoicing
Perform final verification of invoicing files prior to upload to OAKS. Monitor posted invoices to validate successful billings
Resolve errors by issuing credits and/or adjusted billings
Verify that the adjustments properly reflect the intended out- comes in OAKS.
Utilize data from multiple sources to create reports/ presentations for stakeholders.
Monitor billing data and cycles to ensure accurate billing and timeliness of invoices.
Ensure billings are occurring on schedule by tracking all types of billings, their associated cycles, and activity.
Be mindful of Generally Accepted Accounting Principles (GAAP), Statewide Cost Allocation Plan (SWCAP), and other governing principles and/or regulations
Create trend reports to analyze and verify billing data which may require creation of complex Excel spreadsheets using formulas, pivot tables, logical Excel statements, graphs, conditional formatting and other Excel functions. Create ad-hoc reporting.
Liaison with customers (e.g., state agencies, board & commissions, & local government entities) to troubleshoot any financial issues
Accurately communicate and inform customers of approved billing methodologies, rates, or other information to keep customers informed. Research customer discrepancies/complaints using multiple financial systems including OAKS and program specific source systems
Escalate to supervisor as needed
Perform other related duties as required
Provides ongoing training, formally and informally, to external and internal customers
Meet with program areas to suggest process improvement, review current practices, or other action items as necessary

Minimum Qualifications:
42 mos. exp. or 42 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
Or completion of undergraduate core program in business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
Or completion of graduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
Or 12 mos. exp. as Financial Analyst, 66562.
Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
