The Washington State Ferry (WSF) system is essential to Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over 400 sailings each day on 10 ferry routes.  WSF transports nearly 17 million passengers a year and has more than 1,800 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters.

The Opportunity

WSDOT is currently seeking Senior Field Inspector, Transportation Engineer 3 (TE3), to support the Terminal Engineering department with the management of terminal construction projects. This position will supervise the field inspection staff who perform construction inspections. This position also works directly with contractor staff to ensure contractor compliance with contract documents, environmental permits, and federal, state, and local agency laws and regulations.

What to Expect

Among the varied range of responsibilities held within this role, you/the Senior Field Inspector will:

  • Review contractor submittals, requests for information, materials requests, progress schedules, and work plans for compliance with contract documents and engineering standards.

  • Review and provide concurrence or feedback on inspector daily reports, weekly statements of working days, progress estimates, and payments to ensure compliance with WSF standards and the contract.

  • Review contract plans and specifications for constructability, completeness, consistency, and accuracy.

  • Schedule and direct inspection activities to ensure construction per contract plans and specifications.

  • Plan, assign, and review the work of staff, adjusting assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.

Qualifications

To be considered for this opportunity, the following are required:

  • One (1) year of experience as a Transportation Engineer 2, or equivalent such as a Bridge Engineer 2 or Transportation Planning Specialist 2 or equivalent work experience in a closely related field.

  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC), within 90 days of hire.

  • Ability to Obtain and Maintain a Washington State Boater Education Card.

  • Knowledge of construction engineering principles, practices, and procedures.

  • Ability to communicate effectively, written and/or verbally, with a variety of people including contractors, WSF staff, other agency staff, stakeholders, and the public.

  • Able to read and comprehend construction contract plans and specifications.

  • Able to effectively schedule/supervise a construction inspection team.

  • Knowledge of construction testing procedures, practices, and methods.

  • Ability to supervise, train, and mentor staff performing construction testing.

It is preferred that qualified candidates also have:

  • Two (2) years of experience performing construction inspection.

  • Supervisory experience.

  • Certification as an Engineer-in-Training.

  • Bachelor's degree with a major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, construction management, or a closely related field.

  • The salary listed includes the legislative approved 5% salary premium for positions in King County. An additional general wage increase of 3% will be applied for all state employees on July 1, 2024.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
