RTI International has an opening for a senior environmental economist within its Center for Applied Economics and Strategy (CAES). The center has a diverse portfolio of contract- and grant-funded research in the areas of the environment and natural resources, energy, innovation, and economic development.

CAES is looking for a candidate with a clear interest in applied energy and environmental economics and a strong technical skill set versatile to the breadth of topic areas in which we work. While this person will be involved in research across a variety of topic areas, CAES is especially interested in candidates with prior experience working at the intersection of transportation, energy, and environment.

In this role, the successful candidate will:

  • develop, maintain, and use various models or economic analysis methodologies to solve scientific, engineering, or economic problems at the intersection of energy, environment, and technology.
  • obtain, process, and analyze technical data using statistical and modelling software to produce high quality research for clients, which include government agencies, foundations, non-profit organizations, and private corporations.
  • collaborate and consult with other research entities to implement the best available theory and methods in assessing environmental and economic outcomes to report cogent and actionable results to our clients.
  • effectively communicate insights in an understandable and useable form leveraging customized data visualization tools.
  • be proficient in one or more of the following languages or software packages: R, Python, and/ or other mathematical software packages commonly used for large-scale modelling (e.g. GAMS).

In this role, the successful candidate will:

  • combine creative problem solving with technical skills that can be applied to answer a variety of research questions at the intersection of economics, energy, and environment
  • be able to identify existing methodologies and data sets to answer your research question or, where needed, develop new approaches and data
  • be proficient in one or more of the following languages or software packages: R, Python, and/ or other mathematical software packages commonly used for large-scale modelling (e.g. GAMS).
  • collaborate well across disciplines with both internal partners (your colleagues) and external partners (your clients, other contractors, consultants, or researchers)
  • be able to develop new subject matter expertise and integrate into projects quickly and effectively communicate research to diverse audiences with varying levels of technical and subject matter expertise across multiple media (e.g. writing, speaking, data visualization).

Responsibilities

The successful candidate will be expected to contribute to the following tasks with other RTI team members:

  • Design, execute, and communicate research on the following topics:

o Transportation systems, vehicle technology, fleet turnover modeling and policy

o Energy and Transport modeling interaction

o Off-grid energy technologies and energy development policy

o Energy and environmental policies

o Land use and geospatial modeling for environmental policy analysis

o Macroeconomic modeling of policies

o Energy system modeling

o Econometric modeling

o Agriculture and forestry sector modeling and policy analysis

o Spatial analytics using remote sensed products for economic and policy assessment

  • Collaborate effectively with project team members

  • Manage workflow in a timely, realistic, and cost-effective manner to meet client expectations

  • Contribute to grant, cooperative agreement, and contract proposals

  • Present research methods and findings via technical reports, journal articles, and presentations

Qualifications.

Qualified applicants should have the following:

  • Ph.D. degree in a relevant field with relevant work experience or a Master's degree and five years of relevant work experience.

  • Demonstrated programming, data management, and analysis skills, including experience with R, Python, Stata, GAMS, or similar programs.

  • Demonstrated experience in conducting economic analysis of environmental policy.

  • To qualify, applicants for legally authorized to work in the United States and should not require now, or in the future, sponsorship for employment for visa status.

Preferred Qualifications

  • Demonstrated experience transportation policy, technology, and applied modeling experience in the transportation sector.

  • Demonstrated experience with programing in R.

  • Demonstrated experience with geospatial analysis, especially in QGIS.

  • Experience working on environmental, natural resource, or agricultural economics topics in the developing world.

  • Interests in applied economic model development, technological change, energy and environmental policy.

  • Demonstrated experience in partial equilibrium modeling, computable general equilibrium and/or other relevant optimization modeling experience.

This group of 80+ science professionals provides toxicology, hazard assessment, epidemiology, risk assessment, exposure assessment, life cycle assessment, environmental modeling, and related support that addresses the full spectrum of potentially hazardous agents, including chemicals and microbes. We specialize in identifying and quantifying the effects of environmental pollutants, such as metals, pesticides, and semi-volatile organic compounds, on human health and the environment using published literature, analysis of existing data, modeling approaches, and other information-based approaches. The Senior Quality Assurance Manager will provide senior-level guidance in developing and implementing contract- and project-level quality programs to ensure that projects completed in support of federal agencies (such as U.S. EPA and NIEHS) in assessing the human health and environmental impacts of pollutants are scientifically sound and meet all appropriate quality requirements, including relevant Agency- and contract-specific requirements. Key Responsibilities: * Provide a consistent and efficient approach to Quality Assurance/Quality Control (QA/QC) across the Portfolio to ensure efficiency, achievement of all performance metrics, and technical defensibility of all work products. * Serve as ICF's contract-level Quality Assurance Manager for multiyear mission support contract(s) for the U.S. EPA and other federal agencies. In this role: * Assess contractual quality requirements and ensure that these are met * Provide senior level guidance in the development and maintenance of Quality Management Plans (QMP) * Assist technical staff in developing and revising Quality Assurance Project Plans (QAPPs) * Coordinate with client-side counterpart for quality-related matters, including approvals of QAPPs. This is a flexible part-time position, expected to require approximately 5-10 hours per week. This position does not involve hands-on laboratory or field work. Further, the majority of health science projects completed by ICF do not involve conducting laboratory or field work (however, we do engage in evaluation, analysis, and use of data collected through lab and field studies).
