General Statement of Duties

Performs a variety of technical activities; conducts drafting, design and other technical tasks related to projects, programs, operations, and maintenance of various facilities. Assists in review of construction or development plans and specifications; conducts a variety of preliminary surveys, investigations, inspections, construction layouts and tests; conducts research as assigned; performs the more technical duties related to the assigned area of responsibility; assists in providing technical guidance to lower-level engineering technician staff. Performs in-depth investigations to diagnose root cause of problems and develops cost effective solutions.

Knowledge of:

Principles of engineering as related to assigned area of responsibility.

Principles and practices of construction related to assigned area of responsibility.

Principles and practices of surveying; set-up and use of surveying equipment.

Equipment and techniques used to inspect, clean, monitor, repair, and rehabilitate various facilities.

City of Cincinnati engineering standards.

City of Cincinnati Safety Manual and principles and practices of medical first aid.

Rules and regulations pertaining to assigned area of responsibility.

Principles and practices of drafting by hand and with AutoCAD and/or ArcView and editing Geographic Information System using ArcGIS.

Techniques of production of technical drawings and reproducing plans, drawings, etc.

Principles and practices of producing property surveys, preliminary surveys and construction layouts.

Technical mathematics: algebra, trigonometry, geometry, etc.; mathematical functions related to engineering.

Pertinent state, federal and local laws, regulations and codes, including residential construction standards, plumbing and building codes.

Skill to:

Operate surveying equipment and equipment and electronics related to assigned area of responsibility.

Use designated computer software packages in performance of assigned duties with engineering functions, databases, and word processing.

Perform strenuous manual labor tasks, e.g. moving manhole covers, carrying equipment, clearing brush, etc.

Perform physical tasks such as climbing, bending, kneeling, etc. in performance of duties.

Communicate complex information in terms such that non-technical people can understand.

Work effectively with customers, community officials and stakeholders, and organizational officials.

Use a laptop computer in the field, as required.

Operate assigned vehicle.

Ability to:

Complete assigned drafting tasks, using manual and CAD methods.

Perform mathematical calculations related to engineering functions.

Conduct assigned specialized inspections.

Read and understand plans, maps, plats and related documents.

Ensure project compliance with City and state standards.

Interpret and apply applicable Federal, State and local policies, laws, codes and regulations.

Communicate clearly and concisely, both orally and in writing and present written and verbal reports.

Establish and maintain effective working relationships with those contacted in the course of work.

Conduct research via computer and by personal search of files, records, etc.

Lead lower-level staff in performance of work functions.

Review and manage invoices and contracts.

Perform basic project management tasks associated with a variety of projects.

Plan, review and participate in the work of staff responsible for completing and updating drafting drawings, maps and property plats using manual and CAD methods; create plans for assigned projects; make various prints of plans as necessary.

Participate in surveying tasks as assigned; operate a variety of standard engineering and surveying instruments and tools; oversee regular equipment maintenance tasks; participate in field data collection activities as assigned; process and analyze field data; complete construction layouts, preliminary surveys and property surveys; manage the work of a survey crew, as assigned.

Perform the more complex computer-related tasks in the assigned area of responsibility; configure computers and software; create and maintain computer databases as assigned; conduct assigned computer research tasks; conduct research of other files and plans as assigned, including City records, County records and utility service maps; use standard office software as appropriate (Word, Excel, Harvard Graphics, etc.).

Assist in training, monitoring and providing technical guidance to lower-level technical engineering staff and contracted staff.

Compile various maps for use within the department and by the general public; compile and present information in the form of reports, charts, graphs, etc. as required; make a variety of prints and copies as necessary.

Conduct specialized inspections as assigned; maintain appropriate records; present appropriate reports in verbal or written form.

Investigate and respond to complaints from citizens and others.

Perform various manual labor tasks as assigned for completion of various projects; complete various mathematical calculations as assigned.

Consult with engineers, designers and other professionals; coordinate their activities with those of the City in regard to specific projects; explain and interpret City codes, policies and procedures.

Assist supervisor with the development and implementation of workflows and procedures pertinent to the area of responsibility.

Assist those contacted in the course of duty in an effective, efficient and professional manner.

Perform related duties as assigned.

Required Education and Experience

RESUME AND TRANSCRIPTS MUST BE ATTACHED OR APPLICATION WILL BE REJECTED

PROMOTIONAL:

Each applicant must have two (2) years of experience as a Civil Engineering Technician 3, Public Works Inspector 2, Water Works Construction Inspector, or a Wastewater Collection Inspector (including parentheticals).

OR

One (1) year of experience as a Civil Engineering Technician 3 or Public Works Inspector 2 ANDsuccessful completion of 30 semester (45 quarter) credit hours at an accredited college or university in engineering, civil engineering, surveying, drafting, engineering mathematics, engineering computer applications, computer aided drafting (CAD), geographic information systems, or related courses.

OPEN:

Each applicant must have two (2) years of experience in the following:

  • Performing technical work of considerable difficulty and responsibility in wastewater collection systems, stormwater control systems, water distribution supply or treatment systems, special investigations, or engineering project management.

  • Leading a survey crew in the performance of engineering surveys.

  • Completing technical drawings and drafting for preliminary and final plans and reviewing and revising plans.

  • Troubleshooting facility performance issues.

OR

One (1) year of experience performing the above mentioned duties AND successful completion of 30 semester (45 quarter) credit hours at an accredited college or university in engineering, civil engineering, surveying, drafting, engineering mathematics, engineering computer applications, computer aided drafting (CAD), geographic information systems, or related courses.

Other Requirements

Possession of a valid driver's license.

Some positions will require certifications or licenses that must be obtained during the probationary period, such as:

A valid operator or commercial driver's license

Certifications by the Ohio Environmental Protection Agency

MILITARY EDUCATION & EXPERIENCE EVALUATION

Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations.

Background Investigation: A criminal background investigation will be conducted for this position (according to Civil Service Commission Rule 15 - Sensitive Classifications/Positions and the Critical Infrastructure Protection Act of 2001 and the Patriot Act). The purpose is to detect security risks and prevent security threats posed by potential employees.
