Senior Engineering Technician: Reviews subdivision and development plans for conformance and designs in-house construction projects. Performs City Engineering tasks including design and drafting, Storm Water management program administration, and construction observation and inspection.

Examples of Duties

  • Reviews preliminary, parcel, and subdivision maps, commercial and residential plans, civil and landscape improvements, lot line adjustments and annexation maps.

  • Checks plans for conformance with the City's engineering criteria, plan check lists, ordinances and construction standards.

  • Updates and organizes engineering data and department's maps, including the City's base maps and related maps.

  • Drafts miscellaneous documents.

  • Prepares color renderings.

  • Maintains map, deed, subdivision, parcel and street light log files.

  • Verifies computer and/or statistical calculations used in engineering.

  • Tracks, updates and organizes various statistical data.

  • Explains and interprets applicable City codes and construction standards with developers, engineers, landscape architects or there representatives to resolve plan check differences.

  • Performs field surveying work for projects.

  • Tabulates and plots field survey data.

  • Responds to a variety of information requests.

  • Provides clerical and technical support responding to complaints and questions.

  • Reviews plans for conformance with regulations, laws, and code.

  • Reviews and draws easement plans.

  • Drafts and designs public infrastructure and Capital improvement projects.

  • Utilizes computer assisted drafting and design (CADD) and related land development applications.

  • Assists in the development and maintenance of GIS related processes.

  • Addresses public and professional inquiries.

  • Other duties as assigned.

Education & Experience

  • Requires an Associate's degree with at leave 5-years experience, or an equivalent combination of education and experience. Engineering degree preferred. VDOT/State and/or local government experience preferred.

  • Knowledge of and experience with Computer Aided Design (AutoCAD) tools and related development software applications.

  • Knowledge of DEQ Storm Water management regulations.

  • Experience with management of Storm Water capital projects.

  • Knowledge of and experience with ArcGIS version 10 and other ESRI products to perform GIS editing and mapping; utilize a variety of databases to generate and gather appropriate asset specific information for use with utility GIS datasets stored in the enterprise GIS geodatabase (SDE)

  • Knowledge of and experience with design software (ex. Haested; PondPak; Ensoft)

  • VDOT training and certification preferred

  • Valid Virginia driver's license

  • Successfully complete a pre-employment medical screening and criminal background check.

Physical Demands & Work Environment

The work requires some physical exertion such as long periods of standing; walking over rough or difficult surfaces; recurring stooping, climbing or walking; recurring lifting of moderately heavy items weighing less than 25 pounds and may require occasional lifting of objects weighing in excess of 25 pounds. The work may require specific, but common physical characteristics and abilities such as mobility and dexterity.

The work involves moderate risks or discomforts which require special safety precautions. The employee may be required to use protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield.

The Richmond District's Environmental Section is seeking a qualified individual to support VDOT construction and maintenance programs and to protect the natural environment by providing sound engineering and environmental consultation and services. You will provide leadership and environmental and engineering guidance district-wide related to design, water quality, erosion and sediment control, Storm Water Management, and endangered and threatened species; manage water quality portion of the district environmental program; and manage projects that have significant or complex water quality related issues to meet advertisement schedules. Position will represent VDOT in resolving water quality permit issues and conditions with local, state, and federal agencies throughout the project development process; serve as liaison, providing guidance and technical advice to construction and maintenance personnel; and maintain knowledge of state and federal water quality laws and regulations to facilitate development of transportation projects. You will coordinate or conduct water quality field studies/surveys, biological impact studies and wetland delineations; secure compensation when required for unavoidable impacts to streams and wetlands; present projects at the Interagency Coordination Meeting and acquire permits to meet advertisement schedules; and plan and develop recommendations, specifications, and special provisions for ensuring compliance with environmental regulations. VDOT is an emergency response agency; therefore you will work outside of normal work hours during emergency operations when services are needed. Considerable knowledge of and ability to interpret federal, state, and local transportation and environmental laws, regulations, policies, and practices. ? Knowledge of water quality permits, wetlands sciences, and aquatic ecology, fisheries, hydrology, hydraulics, and soil sciences. ? Skill in the use of computers and software applications (MS Office Software and CEDAR). ? Experience in construction inspection, asbestos safety awareness and hazard communications. ? Experience working with project proponents to avoid, minimize, and mitigate environmental impacts. ?
