Job Duties and Responsibilities

As a Project Manager in Wireless Construction, you will manage a variety of internal and external partners and vendors to oversee construction and maintenance for a regional network of cell site projects. Your vital role will ensure that these multi-stakeholder, complex projects are delivered on time, to specifications, and within budget.

Primary responsibilities fall into the following categories:

  • Coordinate with external vendors and internal resources to ensure that construction projects are started on time with the appropriate resources.

  • Maintain detailed schedules for each project and actively managing the scheduled tasks with outside vendors including major milestones, action items, long lead purchases, and any other commitments that would impact the project schedule.

  • Provide regular project status reports to executive management and the project team.

  • Work cross-functionally to collaborate with other teams in the region including Real Estate, RF Design, Construction, Implementation, Network Assurance, and System Performance.

  • Prepare and manage purchase orders to ensure alignment with project implementation timelines. Ensure prompt vendor payment.

  • Deliver on monthly spend targets that help support our capital commitments and maintain program cadence/run rates.

  • Utilize project tracking tools and systems to accurately document equipment orders, schedules and installation completions.

Skills - Experience and Requirements

The successful Project Manager will have:

  • Bachelor's degree or four or more years of work experience.

  • Eight or more years of experience in telecommunications / data networking or wireless industry

  • Experience managing projects and process/program management experience.

  • Experience with budget tracking, cost estimation, and cost accounting of capital plans.

  • General construction knowledge

  • Excellent communication and team building skills enable you to negotiate with internal and external partners to ensure nothing gets in the way of success.

The selected candidate will be based in Gilbert, AZ and will be responsible for managing systems engineering personnel assigned to a department (staff size of 15-30), as well as ensuring qualified and appropriate personnel are assigned to meet the needs of all Science, Environmental & Weather programs within the Civil & Commercial Space business unit of SSD. This Manager receives general strategic, business, and administrative direction from a Director of Systems Engineering and has the authority to make system engineering decisions and recommendations that have a far-reaching impact on extensive new business, design, development and mission operations support. The functional and personnel management duties are expected to be roughly quarter time, with higher levels required during annual reviews and other personnel milestones. Thus, the selected individual will be expected to perform a significant amount of direct program and/or proposal support in addition to their functional management responsibilities. RESPONSIBILITIES: * Lead technical-staff planning, assignments, career development, performance assessments and compensation management activities for their assigned Systems Engineering staff * Coach, support and motivate a high-performing Systems Engineering team * Lead SE peer reviews, as well as support formal program and proposal reviews * Set and promote high standards for quality and safety; foster engagement for technical excellence * Direct and review the work of SE staff, ensuring its completeness, accuracy and adherence to established SSD systems engineering processes and technical procedures. * Identify the SE skills & experience needed for program execution and lead the recruiting, hiring and training of new staff * Support new business development, including review of technical and cost volumes, detailed Basis of Estimates (BOE) using established Work Breakdown Structures and related new business processes * Direct and coordinate the development of system requirements and specifications for various systems through multiple program phases. * Support pre-proposal analysis, proposal development, mission and system analysis, specification and interface development, design review, testing, problem resolution and customer interactions * Support space vehicle design/development to ensure that customer & internal goals for safety, mission success, and performance are met. * Support program Engineering Review Board (ERB), Configuration Change Board (CCB), Corrective Action Board (CAB) and Failure Review Boards (FRB), as required. * Identify technical issues, propose solution options, and follow through to resolve the issues with minimal supervision. * Interface with internal and external customers and associates in engineering, manufacturing, integration and test, safety and mission assurance, and program management. * Prepare weekly status reports and periodic technical reports for senior management to document individual and collective status on program(s) and pursuit(s). * Support EVMS baseline generation, tracking/maintenance and variance analysis (as required). * Perform related management duties as assigned by the Sr. Director of Systems Engineering or Engineering VP. This Manager 2 role requires functional personnel management of over 15-30 system engineers and/or related subject-matter experts. The candidate will work with cross-discipline team members and therefore must have excellent communication skills, presentation experience and the ability to work seamlessly with a diverse community of engineers and managers to achieve the goals of the systems team. The candidate must have the ability to build consensus and resolve conflict. Basic Qualifications: * Bachelor's degree or higher in Systems or Aerospace Engineering or related field * Minimum of 10 years of experience (or 7 years with a Masters degree) in mission design, space or ground systems design, development, manufacture, test or operations, including 1-3 years of functional or project team-leadership positions. Preferred Qualifications: * Able to obtain a Top Secret clearance * Strong interpersonal skills and an ability to build effective working relationships are a must. * Excellent oral and written communication skills, technical writing experience, and an ability to perform oral presentations in front of large groups. * Ability to communicate findings to customers and management. * Self-starter capable of performing assigned tasks with very little or no direction. * Analytical thinker with a demonstrated ability to solve complex problems which require ingenuity and innovation * Functional engineering management in aerospace * System engineering requirement/verification tools and processes * System architecture and CONOPS development * Development and maintenance of interface control documents and related processes * Space system/mission analysis and design * Space system testing and evaluation (flight and ground testing) * Personnel development, performance assessments, mentoring and conflict resolution * Mission Operations for launch and spacecraft on-orbit test & verification commissioning Northrop Grumman is committed to hiring and retaining a diverse workforce.
