Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

The Los Angeles Regional Water Quality Control Board has an opening for a Senior Engineering Geologist in the Groundwater Permitting, Land Disposal and Wastewater Consolidation and Commercial, Industrial and Institutional Storm Water Permitting Section. The position is located at 320 West 4th Street Suite 200, Los Angeles, California in the heart of downtown right across from the subway and other public transportation.

Duties:

The Senior Engineering Geologist (SEG) is responsible for supervising the staff in the Land Disposal and Wastewater Consolidation Unit.

Direct the periodic review of existing individual waste discharge requirements and recommend revision, rescission, or continuance of the requirements. Directs the review of applications for completeness and adequacy.

Direct reviews of the geologic and hydrogeologic aspects of closure and post-closure maintenance plans for land disposal and other waste management units.

Oversee interpretations, identifications and analyses of geologic materials, aquifer systems, hydrogeologic data, etc.

Direct implementation of the Wastewater Consolidation Program consistent with Senate Bill 1215.

Coordinate with internal and external stakeholders.

Supervise staff's field inspections.

Provide written and oral reports and recommendations to the Regional Board.

Salary information

• CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Ability to plan, organize, implement projects and meet deadlines.

• Experience in reviewing the design and operation of landfills and other land-based waste management units, generating and reviewing geological and hydrogeological reports and workplans, data interpretation and conducting regulatory compliance inspections and enforcement.

• Experience in evaluating geologic and hydrogeologic aspects relating to design and operation of land-based waste management units (e.g., land treatment units, composting facilities, surface impoundments landfill liners, leachate collection and removal systems, subsurface barriers, and landfill precipitation and drainage control, hydrological/geotechnical reports, and water quality data) and pollution prevention plans.

• Knowledge and experience with domestic wastewater collection and treatment systems and septic systems, including process engineering, system design and instrumentation/controls.

• Ability to work effectively with a wide array of agency representatives and internal /external stakeholders.

• Experience with writing and overseeing compliance with Waste Discharge Requirements and National Pollutant Discharge Elimination Systems (NPDES) permits.

• Knowledge or experience in federal and state water quality regulations such as the federal Clean Water Act, the Porter-Cologne Water Quality Act, the California Environmental Quality Act and the National Environmental Policy Act.

• Strong written and oral communication skills with the ability to make effective presentations to management, the State and Regional Water Boards, and the public.

• Experience with the use of ArcGIS, Microsoft Word, Excel, PowerPoint, Outlook, Project, and Adobe Acrobat (including ADA Accessibility software).

• Knowledge and experience in statistics and geographic information systems.

• Experience with databases including working with GeoTracker, GAMA, CIWQS.

• Be self-motivated, diligent, resourceful, and have good work ethic to learn and improve environmental public policy.
