Description The City Council has approved a 3.3% cost of living adjustment (COLA) for all eligible employees of the City of Portland for the fiscal year, effective from July 1, 2024. As a result, the salary for this position may increase due to the approved COLA.

Portland Bureau of Transportation is looking for their next Senior Engineering Associate
ABOUT THE POSITION:
This position is in the Traffic Design Section which resides within PBOT's Traffic Systems and Operations Group. Senior Engineering Associates in the Traffic Design Section are responsible for performing intermediate to complex multi-modal traffic engineering analysis and design as well as construction traffic control in support of capital improvement projects. This is an exciting opportunity for someone with an engineering background in multi-modal traffic design and operations, and who enjoys working with technical staff, design consultants, contractors, and the public on infrastructure improvements.
WHAT YOU'LL GET TO DO:
Be a member of the PBOT team - a national leader in traffic engineering and innovation, championing the PBOT Strategic Plan goals of Safety, Moving People and Goods, and Asset Management.
Provide traffic engineering support for the planning and project development stages of multi-modal capital projects. Collaborate with intra-bureau teams in scoping projects by performing traffic analyses, preparing concept designs, and providing planning level cost estimates.
Performs technical traffic analysis including pedestrian crossing analyses, capacity analyses, turning movements, and crash analysis.
Prepare technical reports to evaluate and document design options, and present traffic design recommendations to project teams and managers.
Develop concept designs that incorporate City policies and goals on Vision Zero, Equity, PedPDX-Pedestrian crossings, Bicycle Master Plan/Portland Protected Bike Lane Guide, and the green/active transportation modal hierarchy.
Provide traffic engineering support for the design stage of large multi-modal capital projects. Design/prepare/review contract documents (plans, specifications, estimate) for signing, striping, geometric design, and construction traffic control in conformance with City and industry traffic design standards.
Conduct field investigations and site reconnaissance to assess site conditions and identify potential problems and solutions.
Provide traffic engineering support for the construction stage of large multi-modal capital projects. Review contractor traffic control plans, signing submittals, and material submittals. Perform on-site review of striping layouts and punch lists for signing and striping.
Collaborate with contractors, construction managers, and inspectors in addressing construction issues. Provide solutions to address traffic related issues that arise in construction.
Provide technical information to project managers for communications with the public and meet with the public as requested by the project manager.

Experienced Engineer: You hold a Professional Engineer's license or an Engineer-In-Training Certificate and have a background in multi-modal traffic design and operations. You enjoy working with technical staff, design consultants, contractors, and the public on infrastructure improvements.

Applicants must specifically address and demonstrate in their resume and responses to supplemental questions how their education, training and/or experience meets each of the following minimum qualifications:
Experience in applying the theory, principles and practices of traffic engineering in a design, operations, or modeling role.
Experience analyzing and modifying the design of streets, intersections, and traffic control devices to improve multi-modal safety and mobility.
Experience in applying relevant traffic regulatory laws, ordinances, codes, standards and/or specifications to traffic engineering design. Examples include City and ODOT standards and specifications, provisions of the Manual on Uniform Traffic Control Devices, and other technical manuals.
Knowledge of traffic control devices and equipment design, operation, materials, and construction techniques.
Ability to interact effectively with City staff, other agencies, consultants, contractors, community groups, and/or residents to problem solve.
Applicants must also possess:
Valid state driver's license with acceptable driving record
An Engineer-In-Training Certification (passed NCEES Fundamentals of Engineering examination at time of hire) or a Professional Engineer's license
Any combination of education and experience that is equivalent to:
Bachelor's degree from an accredited college or university in an engineering field AND
At least two years of progressively responsible traffic engineering experience
