Overview

Position Overview:

Under the direction of the County Engineer, the SENIOR ENGINEER will have specific experience with construction of structures, buildings and traffic signal design and advanced traffic management systems. Their responsibilities will include project management, design, personnel management, specification, and scope of work preparation.

Responsibilities

DUTIES AND RESPONSIBILITIES:

  • Provides technical guidance for highway and intersection engineering projects.

  • Provides direction to resolve technical issues.

  • Provides technical assistance, leadership, mentoring, and support for management and staff.

  • Technical liaison to municipalities.

  • Provides independent technical review, makes recommendations as requested.

  • Performs the more difficult field and office engineering work involved in the design, maintenance, and construction of highways, roads, streets, bridges, culverts, storm drainage systems, buildings, public grounds, traffic control systems, interior/exterior lighting and wiring systems, environmental remediation systems and processes, and/or some other branch of engineering.

  • Investigates the conditions of facilities, structures and equipment as required.

  • Estimates the quantities of required materials and costs of specific projects.

  • May conduct field inspections of all outside public works and public utilities construction such as curbs, roads, culverts, sidewalks, storm drain lines, pole lines.

  • Prepares clear, sound, accurate and informative reports containing findings, conclusions and recommendations.

  • Drafts correspondence pertaining to engineering programs and activities.

  • Assists with flood control projects and helps map out drainage systems for dealing with water flow.

  • Provides guidance and assistance to subordinates in their work performance.

  • Maintains essential records and files.

  • May conduct field inspections for a variety of construction projects.

  • Other duties as assigned.

Qualifications

Qualifications:

Education and Experience

  • Five (5) years Transportation work experience including the following:

  • Analyses and interpretation of traffic data and traffic operations;

  • Working with traffic control systems and maintenance and protection of traffic including detours;

  • Preparation of specifications for traffic related items and activities as well as scopes of work for highway and intersection projects.

Required Certifications/Licenses

  • Must have a Professional Engineering License (P.E.) as a Civil Engineer in the State of New Jersey.

  • Professional Traffic Operations Engineering Certification.

  • Valid New Jersey driver's license.

OTHER INFORMATION:

KNOWLEDGE, SKILLS, ABILITIES

  • Knowledge and application of Civil Engineering principles, practices, and procedures.

  • Knowledge of federal, state, and local regulations and laws governing the planning, design, construction, and maintenance of signing, striping and signalized intersections.

  • Knowledge of State PMRS and SAGE Programs.

  • Ability to establish and maintain effective working relationships.

  • Knowledge in NJDOT roadway design manual, MUTCD, ADA (PROWAG), AASHTO, NJAC and Title 39.

  • Knowledge of Intelligent Transportation Systems.

  • Familiarity with Complete Streets Principles

  • Ability to organize and prioritize tasks.

  • Knowledge of applicable software applications such as (Synchro, SimTraffic, HCS, CENTRACS)

  • Design software experience is preferred (AutoCAD)

  • Strong writing skills, including experience in writing technical reports

  • Proficiency in MS Office products - Word, Excel and Power Point

  • Ability to plan, assign, and supervise engineering personnel.

  • Ability to exercise sound judgment in decision-making.

  • Ability to accurately identify operational problems and solutions.

  • Ability to support maintenance of a team-oriented environment.

  • Ability to generate fluent new and useful ideas.

  • Ability to recognize and solve problems sensibly and swiftly.

  • Ability to solve problems using deductive reasoning and multitask.

  • Ability to fully and quickly comprehend spoken words.

  • Ability to express one's self orally.

  • Ability to read and write at professional level.

  • Regular interaction with Municipal, County and State of New Jersey representatives.

  • Interaction with the public, contractors, landowners, and others.

  • Conrail, Amtrak and NJ Transit
