Job Summary: Responsible for the overall direction, coordination, implementation, execution, control and completion of design and construction capital projects ensuring consistency with Milwaukee County and Mitchell International Airport strategies, standards, commitments, and goals. Project values will range from $100,000 to $70,000,000. Provide project management best practices throughout design, planning, cost estimating, bid/construction document preparation, consultant management, and closeout for projects on airport facilities and infrastructure. Deliver responsive customer service to departments through timely project reporting and communications. Functions include stakeholder management and scope, schedule, budget and quality control. May work individually or as a team of internal and external resources to accomplish objectives.

Essential Responsibilities:

• Project management: Scoping, Estimating, Design & Construction

• Use project management best practices to run capital projects from conception to completion. This position will develop, coordinate, execute and control design and construction projects with internal staff and/or external consultants and contractors. Responsible for managing all phases of a project such as scope development, cost estimating, consultant selection, design, bidding, contractor selection, contracting, schedule and risk management, construciton management project closeout, and all required project documentation in accordance with all applicable codes and ordinances of governing bodies, and deparment policies.

• Administration of Capital Improvement Projects

• Manage, supervise, and check the development of plans, drawings, specifications and cost estimates for the construction, alteration, or maintenance of airport facilities and infrastructure. Prepare requests for proposals, conduct project bidding, and manage contract awards. Assist with inspections or supervision of construction projects to ensure the project is completed in accordance with plans and specs. Prepare periodic payments, prepare/negotiate change orders, conduct final inspections, and deliver closeout documents. Hold consultants and contractors accountable for their project responsibilities and timely completion of tasks. Coordinate efforts across County departments as required for effective project delivery.

• Project Budget and Schedule Responsibility

• Monitor and control project spend within budget, and schedule within stakeholder timing expectations. Track allocated hours and project commitments and ensure accurate accounting of resource and project spend. Develop and execute corrective actions as needed to attain project goals.

Minimum Qualifications:

• Must be a current resident of Wisconsin.

• Valid WI Driver's License and Airport Class 2 Endorsement within 6 months of hire date.

• Possession of a Bachelor's degree in Engineering or Project Management

• A minimum of five (5) years of experience in Engineering design and/or project management.

• Intermediate knowledge of Microsoft Office software, which must include Microsoft Word and Excel.

• Will need to pass Airport Background Check for ID Credentialing.

• Ability to lift/push/pull/carry 20 lbs.

License:

• Preferred: Registered (Professional Engineer) license
