Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County, Florida. The Engineering Division manages the Capital Improvement Program for water, wastewater, reclaimed water, and solid waste projects. The division also reviews the plans and agreements of proposed infrastructure by the development community to conform to the Orange County Utilities Standards and Construction Specifications Manual.

The Engineering Division is seeking a highly qualified individual to fill the full-time position of Senior Engineer for the Utilities Engineering Division in the Capital Improvement Program section. The primary responsibility for this position is to monitor the project team's overall process and operations from conceptualization until completion, ensuring to adhere to standard specifications and best engineering design practices, within the budget's goals, and the required deadline.

Representative Duties

  • Firm understanding of water treatment processes and experience with managing water treatment facilities projects.

  • Monitor and prepare design drawings and specifications for capital improvement projects from the initial conception to the final construction completion. Highly involved in the planning and forecasting of budgets and timelines of project to assure accurate completion schedule.

  • Decisive and adept at spotting potential problems and finding appropriate solutions to keep productivity moving forward.

  • Oversee diverse teams of people, giving clear instructions, and effectively managing the team's performance, motivating the team, and keeping up morale.

  • When unexpected hurdles arise the Senior Engineer must have the flexibility to adapt to new systems and processes, finding ways to work around problems.

  • Perform quality control of consultants project deliverables ensuring high standards throughout all stages of work are completed correctly, on time and within budget.

  • Assigns tasks and responsibilities to members of the team and involves mentoring the project team and managing performance of team members.

  • Communication is key to this role and includes letting the team know of any updates or problems, providing assistance and support whenever necessary, coordinating with the water management districts and FDEP

  • The primary CIP projects for this position include the design and construction of water supply, booster pump and storage and re-pump facilities.

  • The position will be responsible for managing multiple CIP projects including planning, land acquisition, design, permitting, and construction administration.

  • This position may lead the effort for acquiring funding from federal and state sources for water related projects.

  • Negotiate and procure scopes with consulting engineers. Prepare RFPs for procuring consultants on construction contracts over $4,000,000. Manage the continuing engineering contracts.

  • Review of project reports, engineering plans, construction specifications, and contract documents prepared by consultants.

  • This position requires an individual with strong communications skills, knowledge of the design process, the permitting process, and the ability to maintain engineering schedules and budgets.

  • Conduct public meetings, make project presentations and respond to questions and requests from Orange County residents, Utilities Operating Divisions and other Orange County Departments.

Performing other related duties as required and as requested by Supervisor

Minimum Qualifications

Must be licensed in a state of the United States as a professional engineer (P.E).

Must be licensed in Florida as a professional engineer within one (1) year of hire.

Graduation from an accredited college or university with a Bachelor's degree in Civil Engineeringor Environmental Engineeringand six (6) years of utilities engineering related experience;in lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.

Preferences

  • County government capital improvements project experience with a background in large scale utilities work, permitting, document management systems, Microsoft Office, ESRI and other database systems.

Water and/or wastewater treatment facilities design background

Notes

Working hours are 8 hours per day Monday through Friday with flexible hours between the hours of 7:00 a.m. - 6:00 p.m.

Salary

Salary will be $42.95- $68.72 based on policy/qualifications.
