This position is highly analytical in its support of the organization's Employee & Labor Relations team.

This position manages all labor & employee relations data and related databases and physical documents. Additionally, the position provides analytical support on the administration of the collective bargaining agreements, grievance procedures, and the company's labor and employee relations policies. Among other responsibilities, this position prepares for, participates in, and advises on the grievance procedure, contract negotiations, arbitration hearings and other legal actions involving employment matters.


  • Monitor company or workforce adherence to labor agreements.

  • Support labor/contract negotiations by note taking, drafting proposals and counter proposals, recommending resolutions, assessing risk levels and identifying/analyzing/assessing the impact and possible alternatives of union proposals.

  • Work with specialist areas to draft rules or regulations to govern collective bargaining activities in collaboration with company, government, or employee representatives.

  • Support submission of required governmental reports or forms related to labor relations matters, such as equal employment opportunity (EEO) forms, new hire forms, or minority compensation reports. Support the selection of mediators or arbitrators for labor disputes or contract negotiations.

  • Research case law or outcomes of previous case hearings.

  • Review, analyze and support employee disciplinary actions, such as written reprimands, suspensions, or terminations.

  • Prepare evidence for disciplinary hearings. Partners with other functions such as Compensation and Work Force Analyzation for data analysis needs.

  • Review employer practices or employee data to ensure compliance with contracts on matters such as wages, hours, or conditions of employment. Prepare reports or presentations to communicate related

  • labor data to various audiences.

Skills and Requirements


  • Excellent data analysis ability

  • Able to work with minimal supervision. Able and willing to travel

  • Basic knowledge of labor relations and human resources functional areas, laws, and regulations

  • Excellent verbal and written communication skills. Strong time management, scheduling, organizational skills

  • Strong interpersonal skills and the ability to effectively manage stakeholders

  • Ability to analyze data and provide insights. Experience with statistical concepts, interpreting statistical results, and identifying trends

  • Required computer skills include, HRIS (preferably SAP), Case Management, Microsoft Suite (PowerPoint: Intermediate, Word: Intermediate, Excel: Intermediate)


  • 3-5 years of HR and analytical experience

  • Experience in labor relations preferred:

  • Bachelor's degree in a related field or equivalent experience

Responsible for leading major, critical projects, including regulatory proceedings and other projects needed to support Company initiatives. Provides analytical support and advice to meet other business area objectives. MAJOR ROLES AND RESPONSIBILITIES: 1. Prepares all standard CNG journal entries for gas costs for month end closing. 2. Prepares CNG's monthly Purchased Gas Adjustment (PGA) filings. 3. Develops budget forecasts as well as rate design approaches. Assures that all revenue requirement items are included and that the rates developed recover the revenue requirement. 4. Assures the proper implementation of rates and assures that accounting for items follows the ratemaking treatment. 5. Drafts testimony and develops exhibits in support of rate filings at the State. Responds to questions from stakeholders during technical conferences and responds to written data requests. 6. Performs economic analyses of capital and other cost of service studies. 7. Recommends new approaches to cost recovery and ratemaking, included incentive based regulation and rate design approaches. Provides guidance in the development and/or change of customer billing processes to meet regulatory requirements. Thorough understanding of interrelationships of revenue requirement, rate design and financial performance. Required Education: Bachelors degree in Business, Finance or Accounting.
