Financial Management Services

Funding sources for transportation are dynamic and complex, and ADOT is heavily dependent on accurate forecasting of the receipt and expenditure of these limited financial resources. The Financial Planning and Cash Management unit in the Financial Management Services division provides financial analyses, forecasts and reports on ADOT's fiscal operations and capital programs. The unit informs decision makers and stakeholders of the impact of economic conditions, legislative changes, and other issues regarding transportation funding and the Department's financial status. These functions directly support long-term financial planning and development of the capital program for Arizona's state transportation system.
The Senior Economist in the Financial Planning and Cash Management unit stays apprised of economic conditions, legislative changes and department operations and uses this knowledge to forecast ADOT's fund balances, inflation, and legislative impacts.
Critical functions include, but are not limited to:
Analyzing information. The Senior Economist analyzes and forecasts an array of economic data, financial data, and statutory impacts. Microsoft Excel and Access are the primary tools used to query and analyze this information. This position manages, develops, enhances and maintains Access databases; performs ad-hoc research utilizing the State Accounting System; works with developers to have necessary reports created/enhanced/tested. Strong technical skills and attention to detail are necessary to develop and manage the Department's Construction Cost Index (CCI) forecasting process; create and execute a process to develop CCI actuals to compare results of the model against; and proactively identify process improvements. The Senior Economist also manages the development of daily cash balance projections for certain ADOT funds; develops, reviews and maintains policy for minimum cash balance thresholds for ADOT funds; and manages the timely development and preparation of detailed economic and financial analyses and reports forecast of MVD transactions
Communicating. The Senior Economist explains complex financial and economic concepts that relate to transportation in a way that is organized and easy to understand both verbally and in writing. This includes creating reports and visuals to convey data simply for FMS Senior Management, Governor's Office of Strategic Planning and Budget, Joint Legislative Budget Committee, the State Transportation Board and other stakeholders. This position analyzes proposed legislation with a high degree of complexity and summarizes the fiscal impact to ADOT in a clear and concise manner; develops materials for use by CFO in presentations and plays a lead role in managing the risk analysis process (RAP) consultant contract.
KNOWLEDGE, SKILLS AND ABILITIES

Skills in Office 2010 (Excel, Word, PowerPoint, Access), Macros and VB programming
Representing complex data in an easy to understand manner
Work both independently and with people with a wide variety of professional backgrounds
Communicate clearly and concisely in writing and verbally to a wide variety of audiences
Interpret financial impact to the Department of statutory changes, ability to create and improve complex processes
Create and execute project plans and create reasonable timelines that can be met
The ideal candidate for this position will have:
Master's degree in Economics, Statistics, Mathematics, Finance, Business Administration
Minimum of two years' experience performing economic modeling/forecasting;
Minimum of one year's experience developing reports of financial information for non-technical audiences
Minimum of one year's experience writing macros and utilizing Access databases.
All qualified candidates will be required to complete a post-interview performance exercise.
This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
