Essential Duties

1.Directs one or more functional areas within an administrative department of the University and ensure compliance with University policies and procedures. 2. Directs analytic and research support for educational policies and planning and develops and approves administrative policies affecting assigned functional areas of the University. 3.

Directs and establishes parameters for major projects for the department and University. 4. Interprets federal policies and regulations and educates staff and administration about regulations, restrictions, and the legal responsibilities of the University. 5. Directs and implements policy and program modifications and develops standards to ensure compliance with federal, state and local regulations. 6.

Develops and administers an operating budget for the assigned department consistent with University policies and procedures. 7. Develops cost savings objectives and goals; authorizes major purchases and negotiates contracts that range from routine to complex in nature. 8. Establishes and implements long- and short-range goals for the functional area consistent with University goals and objectives. 9.

Directs the development of related automated systems to support the function; determines office policies and procedures for use of automated systems. 10. Directs the evaluation and selection of vendors and negotiates contract details including work steps and pricing with the vendors on behalf of the assigned functional area. 11. Works with internal and external contacts to solve problems that range from routine to complex in nature. 12.

Represents the University in discussions and negotiations with various governmental agencies. 13.

Directs a staff of exempt and nonexempt employees. 14. May perform other duties as assigned.

Required Education and Experience

Bachelor's Degree in related field. Ten years of experience or an equivalent combination of education and experience.

Position Focus:

Under broad guidelines established by the University, reporting to the Associate Vice President for Capital Program Development and Delivery, oversees the Facilities planning and capital project implementation of the Lower Hillhouse Campus Development. Manages and leads a diverse team of architects, engineers, and project managers in the planning, design, and delivery of an integrated program of high-quality capital projects, on time and on budget, with a high regard for excellence, implementation efficiency, sustainability, and site safety.

With a broad program-level perspective, leads the planning, design, and construction of the significant and impactful Lower Hillhouse Program, which will reimagine this sensitive precinct of Yale's campus to nurture and support the university's innovation community and transform the School of Engineering and Applied Science (SEAS) for future decades. Effectively manage, communicate, and carry out the university's priorities by effectively engaging with all stakeholders throughout all phases to ensure enduring and adaptable design, culminating in successful building turnover to occupants and facility operators.

Specifically: Manages the formulation, space programming, budgeting, planning, design, construction, commissioning, and transition to full operation consistent with the policies and procedures established by the University and its approved Capital Program Management Guide (CPMG). Works closely with stakeholders in the Facilities and Campus Development organization, the SEAS Dean and the Provost's office to develop, document, and maintain financial projections of the campus Long Term Capital Plan (LTCP). Creates reports and analyses for use in decision-making by the administrators and University.

Develops, manages, and maintains databases related to the quality, condition and utilization of Lower Hillhouse facility assets. Develops and maintains a thorough understanding of the academic, research, and community programs within the precinct and infuses the planning and design process with this knowledge in an integrated way. Leads and directs a Planning and Project Management team to effectively lead the work of consultants, including the architect/engineering teams, construction managers, and specialty vendors, focusing on ensuring contracted scopes, commitments, schedules, milestones, deadlines, and program goals for excellence, cost, schedule, sustainability strategies and safety are skillfully coordinated and delivered.

Continually seeks to improve quality and quantity of services provided while developing an operational environment appropriate for the recruitment and retention of the highest quality professionals. Provides leadership in communicating, reporting and analyses of options for use in decision-making by stakeholders and university leadership, utilizing the University's database platform. Leads program-related issues with carefully planned interactions within internal departments, the University, the city of New Haven Planning and Zoning, and Connecticut state functions, and community engagement, as required. In addition to the project-based responsibilities, department-wide planning and design responsibilities and impactful oversight, along with colleagues, will be an important part of this role.

Preferred Education, Experience and Skills:

MS in architecture, planning, engineering, MBA or construction management, registered architect or registered professional engineer license and LEED credential. Minimum 6 years as a planning, design, and construction manager for complex project programs, including integrating campus planning principles with new facilities.
