What you will do
As part of Metro's Planning and Development Team, the Senior Development Project Manager performs a variety of complex projects and assignments for Metro's Affordable Housing Bond Site Acquisition Program and Transit Oriented Development (TOD) Program, and supports the 2040 Planning and Development Grants program.
Past projects that serve as good examples include the award winning 4th and Main project in downtown Hillsboro and the award winning Orchards at 82nd Ave in Southeast Portland. Current projects include redevelopment of parcels near the Elmonica MAX station in Beaverton and a large former broadcasting studio site in NE Portland for affordable housing.
The person in this role will perform analysis of real estate market conditions and real estate development feasibility. This role will negotiate public-private financing agreements, land acquisition and associated due diligence, and conduct sensitive communications with the public, development partners and outside agencies. Program management and support
Negotiates in the public interest the acquisition of land, provision of incentives for higher density development, redevelopment, affordable housing or other related program interests.
Reviews TOD and Housing Bond projects for compliance with each program's investment criteria.
Prepares staff reports for TOD Steering Committee and Metro Housing Bond approval processes.
Manages Metro 2040 planning grants and serves as technical advisor on 2040 planning projects.
Plans, develops, drafts, formats and executes programs, objectives, strategies and budgets for the Housing Bond Site Acquisition Program and TOD Program.
Manages multiple SAP and TOD projects and related program activities that require a high level of proficiency in transit-oriented development principles, financial analysis, and real estate development due diligence.
Facilitates development partnerships among private landowners, land developers, community based organizations, local jurisdictions, regional transit agencies (TriMet) and Metro.
Coordinates the selection of consultants, administers agreements and contracts with agencies; monitors work completed by consultants, contracting agencies and other organizations as appropriate.
Identifies programmatic, legislative, policy or regulatory strategies that can help facilitate investment area project development and support; builds agreement on common goals among multiple stakeholders.
Oversees and develops RFP/RFQ processes and engages developers in public-private partnerships that facilitate SAP/TOD goals.
Leads process and vetting of qualified contractor proposals, assembles bid submissions and fosters the selection of contractors.

This position is represented and is classified as a Senior Regional Planner. Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the positions. The base salary target for this recruitment is between $79,331 - $ 87,464.
