The Seattle Office for Civil Rights (SOCR) is seeking a Senior Data Analyst to join a dynamic team and play a pivotal role in the department's strategic initiatives and communication efforts.  This position entails active participation in the work of the Policy Division as well as advancing the City of Seattle's Race and Social Justice Initiative (RSJI) the City's long-term commitment to end racism and achieve racial equity in Seattle. RSJI builds on the work of the civil rights movement and the ongoing efforts of people and community groups in Seattle to confront racism. The Initiative's long-term goal is to change the underlying systems that create race-based disparities in our community and to achieve racial equity.

The Senior Data Analyst serves as the lead data analyst and developer for SOCR's new jail tracker dashboard.  This website serves to increase the City's transparency and accountability around the City's use of the King County jail for misdemeanor defendants. Additionally, the Senior Data Analyst will serve as a lead consultant across the department and ensure the theory of change has clear performance measures, uses disparity data, and specifies racial equity goals to address these disparities.

The Policy division supports innovative, community-driven solutions that advance equity and race and social justice for all Seattle residents and community members.  Our purpose is to support City decision-makers in ensuring civil rights protections through policy development and review. We advance Seattle's commitment to social justice and ending institutional racism by creating capacity and space for communities most impacted, and those historically absent from, policy discussions. Our work includes research, community engagement, data sharing, evaluation, policy development and drafting legislation.

Here is more about what you will be doing:

  • Work to eliminate institutional and structural racism and its intersections with other forms of oppression, including sexism, heterosexism, transphobia, classism, and ableism.

  • Lead the data analysis and website development and maintenance for SOCR's new jail tracker dashboard.

  • Use multiple high-level tools (e.g. Tableau, Power Bi, SQL, Dynamics, Power Apps, etc.) to analyze complex and varied data sets and produce visualizations and reports based on findings.

  • Manage the redesign of the department's performance measures; work with department personnel, IT, and other stakeholders to advance this work.

  • Manage the implementation of data-related processes, guidelines, and policies that are new, innovative, or where the outcome has a high level of unpredictability and might be political or have high public visibility.

  • Document processes, develop guidelines, and create training materials to support the department.

  • Design and build visualizations and dashboards using various Business Intelligence tools.

  • Work on projects across OCR and other City departments as well as with external vendors, community partners, or service providers.

  • Partner with stakeholders to make sure results from analysis-including those that are potentially difficult to interpret or controversial-are communicated clearly and accurately to non-technical and/or non-subject matter experts, including executives, Mayor's Office, and Council.

The Senior Data Analyst will have experience that reflects a commitment to organizing systems and structures to increase agency for prevented and persecuted communities. They draw upon expertise in data analytics and modeling, a background in data mining, statistical analysis, and dashboard development, and a commitment to accountability and transparency. This knowledge and experience should be complemented by demonstrated ability in a combination of the following areas:

  • Leverage multiple high-level tools (e.g. Tableau, Power Bi, SQL, Dynamics, Power Apps, etc.) to analyze complex, large, and varied data sets and produce visualizations and reports.

  • Document processes, develop guidelines, and create training materials.

  • Design and build visualizations and dashboards using various business intelligence tools.

  • Tell stories with data that effectively educate, instill confidence, and motivate action.

  • Engage stakeholders in a manner that reflects collaboration, partnership, and respect.

  • Support and encourage an anti-racist organizational culture.

  • Conduct analysis with a racial equity and social justice lens.

  • Authentically listen. Be humble and curious. Demonstrate empathy and self-awareness.

  • Communicate at all levels tactfully and effectively.

  • Leverage an agile, flexible, resourceful, and innovative mindset.

This full-time benefitted position is classified as a Strategic Advisor 1, General Government L-17 in the City payroll system. It is covered under the Civil Service System and is FLSA exempt (not eligible for overtime payment). The full salary range for this position is $100,620 to $150,816 annually ($48.19 - $72.23 hourly). The salary range for this individual role has been identified as $113,587 - $116,845 annually ($54.40 - $55.96 hourly).

This position offers the flexibility of a hybrid work schedule. Employees will be expected to work in-office two days a week. Telework option is available three days a week under current City of Seattle policy. This position may need to work occasional evenings/weekends. Individual schedules will be based on agreement between the employee and their supervisor.
