This position provides legal, regulatory and policy advice, as well as research and operational support to the Office of the General Counsel and other departments within the organization. Primary responsibility includes developing a strategy to obtain foreign licenses and approvals, landing rights, and market access for mobility applications (aeronautical, maritime and terrestrial), as well as provide support of communications policy and regulatory advice in general.

  • Manages the regulatory requirements for mobility applications in countries around the world (excluding the United States). Conducts in-depth analysis of the requirements that can impact Intelsat's global operations (e.g., legal intercept, data retention, in-country incorporation, etc.) and, in coordination with the Tax and other relevant departments, develops and implements a regulatory strategy that supports mobility applications.

  • Solves complex regulatory problems and provides legal and regulatory leadership and advice to the Sales and Product Management functions regarding market access and other relevant requirements for mobility applications to support product deployment strategy and meet service rollout requirements on a timely basis.

  • In conjunction with internal and external resources, applies for, obtains and ensures the valid maintenance of all licenses, authorizations, permits or registrations for mobility applications (aeronautical, maritime and land mobile).

  • Develops statement of work for and supervises outside counsel and consultants, including choosing consultants and negotiating consultancy fees. Closely manages the work product of outside counsel and consultants to ensure Intelsat's requirements are addressed.

  • Develops and maintains comprehensive databases of regulatory information that applies to mobility applications.

  • Represents the company's interest in front of regulators, policy makers, development banks, and other regional and multinational institutions.

Can you drive these processes?

Develops and oversees strategy for foreign licensing/regulatory actions on a global basis.

You should definitely have:

  • JD from an accredited institution,

  • Minimum of 5-years of experience in satellite or related telecommunications industry, with specific experience with international regulatory and licensing matters.

  • Effective written and oral English language skills.

  • Ability to analyze complex regulatory situations and effectively communicate an appropriate course of action.

  • Ability to manage external counsel and consultants.

  • Ability to manage global market access and licensing efforts and provide advice on strategy for licensing.

  • Strong collaborator, with the ability to coordinate cross functionally with multiple stakeholders.

  • Ability to interact effectively with people of various cultural backgrounds.

  • Ability to work independently with little supervision.

  • Ability to travel internationally between 10-20% of the time.

It would be nice if you had:

  • Fluency both written and oral in another language.
