Primary Responsibilities:

  • Provides consistent application of standards for all new projects and applies advanced techniques and analyses.

  • Develops and evaluates major program cost estimates and extended budget projections to identify and quantify critical budgetary, cost, schedule, technical, and programmatic risk factors

  • Performs variance analysis, costing, budgeting, engineering and construction progress measurement (ie SPI, CPI) and forecasting in compliance with ASC 606

  • Gathers relevant data, assesses its quality, and applies costing models

  • Researches and interprets complex technical, cost, and schedule information in order to develop applicable cost models

  • Consultant to project management on financial matters

  • Working in IPCS powered by EcoSys for forecasting and projected compliance

  • 7 - 10 years of related experience required, BA or BS or related experience

We currently have an exciting opportunity available for an experienced … Position Summary: The Senior Programmer Analyst in the IT department, under general direction, formulates and defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written. Designs, codes, test debugs, and documents those programs. Competent to work at the highest technical level of all phases of applications systems analysis and programming activities. May be responsible for completion of a phase of a project. Regularly provides guidance and training to less-experienced analyst/programmers. Responsibilities Analyst Role: * Reviews documentation and customer correspondence of programmers and programmer/analysts. * Gathers information from the system, analyzes time and program requirements, and creates a change request. * Writes somewhat complex/difficult programs; makes somewhat complex/difficult revisions to existing programs to improve or repair them. * Tests assigned computer programs, as well as the programs of peers. * Creates test plans for moderately/complex/difficult projects, and conducts testing to ensure that the programs are functional. * Assists support personnel in resolving problems customers have with programs. * Assists/trains new employees in departmental policies and procedures. Programmer Role: * Discuss business requirements with business analysts, end-users, and management, and develop these into technical requirements and specifications. * Responsible for planning, conducting and coordinating business programming applications activities for RTI's proprietary billing system. * Assists support personnel in resolving problems users have with programs. * Design, code, and test a variety of Company's proprietary business applications. * Writes routine programs as assigned by a senior analyst or Manager; makes routine modifications to existing programs to improve or repair them. * Documents programming, both in the program and in written documentation so that a record of the programming is maintained. * Creates test plans for routine projects, and conducts testing to ensure that the programs are functional. * Unit and integration test the finished product, including creation/modification of test scripts and test data, to assure conformance with the application design and other documentation. Verifies the finished application and test results with the specification. Implements changes as completed. * Work with peers to develop end-to-end testing and quality assurance procedures and plans * Ensure data pertaining to the status of problems and service requests is entered into problem tracking systems accurately and promptly on a daily basis; provide an up-to-date picture of service delivery status and backlog. * Fully documents all work and test results so that business logic is clearly understood, meaningful user documentation and training materials can be prepared, test results can be replicated, and impact on follow-on development and maintenance may be clearly understood. * Follows all change management procedures for all development work completed. This includes product specific and IT related change management procedures. * Responsible for maintaining source control and proper build configurations for an application that development work is being completed for. * Maintain training on current technologies used. * Develop business relationships and integrate activities with other IT departments to ensure successful implementation and support project effort. * Adhere to and comply with information systems security. Know and follow Information Systems security policies and procedures. Attend Information Systems security training, when offered. Report information systems security problems. * Adhere to all company policies and procedures. * Complete special projects as assigned by Director. Qualifications * Bachelor's degree in Computer Science or related field required. * 4 or more years of experience in programming is required. * Advance knowledge of the analysis, installation, modification and support of software applications that implement business logic. * Knowledge of the analysis and use of Microsoft Visual Studio, Microsoft Team Foundation Services and Microsoft Office products (Word, Excel and Outlook). * Knowledge of developing and deploying software for Windows, Linux and the Web is a plus. * Knowledge of a variety of programming languages a plus. Languages like C# and Javascript of the highest importance. * Knowledge of a variety of different database/data storage solutions is a plus. Systems like Oracle Databases, PostgreSQL, Amazon Redshift and Elasticsearch. * Knowledge of Mirth Connect (HL7 Interface Engine) is a plus. * Knowledge of Talend (Software Integration Tool) is a plus. * Must be able to convey thoughts (orally and in writing) in a well-organized, concise manner. Use appropriate grammar and punctuation in written documents. * Perform in a consistently-organized manner with strong attention to detail. * Perform duties and handle large volumes of work, while working under pressure within tight time constraints, in an environment of changing and competing priorities. * Strong analytical, problem solving, teamwork and customer support skills required. * Ability to perform professional level technical documentation and presentation. * Ability to create and maintain positive and professional business relationships. * Proficient at time and priority management.
