DESCRIPTION OF DUTIES
Background on Client
The mission of the Naval Center for Cost Analysis (NCCA) is to guide, direct and strengthen cost analysis within the Department of the Navy; to ensure the preparation of credible cost estimates of the resources required to develop, procure and operate military systems and forces in support of planning, programming, budgeting and acquisition management; and to perform such other functions and tasks as may be directed by higher authority. Specific functions include: (1) Advise the Secretary of the Navy, Chief of Naval Operations, and Commandant of the Marine Corps on cost and economic issues; (2) Lead the Department of the Navy cost community in issues of cost policy and policy implementation; (3) Develop independent cost estimates and assessments for Acquisition Category I and IA programs and prepare Service Cost Positions to inform the Milestone Decision Authority; (4) Conduct economic analysis and special studies to support relevant defense issues; (5) Increase capability and efficiency of the Naval cost estimating community; and, (6) Manage the Department's implementation of the Department of Defense Visibility and Management of Operating and Support Costs (VAMOSC) Program.
The Senior Cost Analyst will be located on-site at NCCA either at the Crystal City, VA, or the Pentagon locations. The candidate will perform Cost Analysis/Estimating in order to (1) Support the Naval Center for Cost Analysis (NCCA) by performing cost estimates for milestone reviews; (2) Support the Government Cost Team in the preparation, documentation, and presentation of cost estimates for programs related to Aviation & Marine Corps programs; (3) Acquire and understand source data used for estimating specific cost elements of a WBS; (4) Develop cost estimating methods, prepare and maintain cost estimates, support additional data collection efforts, develop risk assessments, document estimates, and prepare and present briefings to Navy leadership; (5) Manage customer relationships and be responsible for engagement success; and, (6) Track contract Estimates to Complete and submit monthly reports.
A minimum of eight years of industry work experience in cost or economic analysis.
Bachelor's Degree (BS) in Math, Engineering, or other technical field from a four-year college or university.
Experience working for, or supporting, DoD acquisition programs.
Experience with DoD acquisition cost estimating structure.
Experience with theories, principles, and practices of cost analysis and ability to evaluate techniques used in generating program cost estimates.
Proficiency in Microsoft Word, Excel, PowerPoint and Project applications.
Experience using Crystal Ball, ACEIT, @Risk, Stata, and/or SAS.
U.S. Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (Secret). Must have or be able to obtain Secret clearance.
Experience with management consulting services and planning and developing Independent Cost Estimates (ICEs). Strong coordination skills and ability to excel in a cross functional team environment.
Excellent communication skills with both technical and nontechnical audiences; comfortable speaking to large groups of people.
Familiarity with the development of a Cost Analysis Requirements Description (CARD).
Ability to develop Analysis of Alternatives (AoA), Cost Estimating Relationships (CER), and Program Life Cycle Cost Estimates (PLCCE).
Strong planning, organizing, prioritizing, and analytical skills.
