Key Responsibilities:

  • This position will be responsible for the overall life cycle management for all contractual matters, including prime contract and subcontract awards and modifications, teaming agreements, non-disclosure agreements, and other contractual matters.

  • Serve as primary interface for all contracts with all entities, to include: (1) managing contracts, (2) resolving contractual issues, and (3) signing all contractual documents within the limits of the company's Authority Matrix.

  • Serve as a primary interface between NetCentrics and the Agency's or Prime Contractor's Contracting Officers for both awarded and proposed contract issues, including developing timely and actionable solutions that balance the interests of both NetCentrics and its customers.

  • Review, interpret and recommend acceptance, revisions and exceptions to contracts and contract modifications to ensure that prices, delivery schedule, specifications and terms and conditions are consistent with those proposed and/or acceptable in accordance with NetCentrics' risk tolerance.

  • Serve as the NetCentrics lead for all GSA schedule modifications, renewals, and acquisition.

  • Ensure successful contract administration to include set up, execution, change management, problem resolution, disputes, termination and close out.

  • Provide contractual leadership and resources, including providing expert advice and interpretation of FAR/DFAR, legal, contract, and subcontract terms and conditions to minimize risk and potential liabilities.

  • Negotiate all contract terms and manage enterprise risk levels in acquisition and sales contracts.

  • Advise senior leadership in a clear, coherent, and concise manner on all phases of the contracting life cycle.

  • Escalate issues, as appropriate, to internal NetCentrics senior leadership.

  • Stay current on law, regulatory and rules developments and disseminate this information regularly to key stakeholders.

  • Identify ongoing process improvements and lead implementation.

  • Monitor performance on contracts, and audit to ensure compliance throughout the enterprise.

  • Prepare and issue periodic reports, statements and plans regarding essential activity relating to customers, the business and the company's financial interest.

  • Review and approve the company's Representations and Certifications and subcontracting plans for business proposals.

  • Flag concerns with government solicitations, ensure senior leadership is appropriately briefed on all significant terms and risks, and participate in proposal bid/no bid analysis.

  • Maintain contract document management system, to include tracking and reporting of contract funding, portfolio, backlog, and historical award information.

  • Lead government reporting and periodic compliance filings, to include SAM registration, GSA schedule reporting, FSRS reporting, ESRS reporting, CPARs ratings, service contractor reporting, and Freedom of Information Act (FOIA) requests.

  • Contribute to strategic planning and implementation with senior leadership.

  • Lead ad hoc projects on a case-by-case basis, as requested by senior leadership.

Required Qualifications:

  • Bachelor's degree desired.

  • 3-6+ years of relevant work experience in Government Contracting space required.

  • Experience managing GSA schedules strongly desired.

  • In-depth working knowledge of the FAR is essential.

  • Self-starter who can think two-steps ahead of the CEO.

  • A "role up your sleeves" and get things done attitude.
