Summary:

In this role, you will provide strategic contracting and sourcing expertise that results in system wide cost savings. You will develop customized contract strategy recommendations for more complex contracting needs (e.g., physician preference, clinical preference, purchase services, capital) to reduce spend, improve operational efficiencies, maximize delivered value and ultimately achieve a higher level of member satisfaction.

Responsibilities:

  • Effectively work with the CQVA and Purchase Services teams to provide contracting support for cost savings projects.

  • Possess excellent knowledge of the negotiation process for both price and terms for purchases.

  • Work independently with legal team to develop language, draft contracts and negotiate terms and conditions of complex contracts (e.g., physician preference, clinical preference, purchase services, capital).

  • Manage requests for proposal (RFP), bids, awards and negotiations.

  • Recommend and improve existing agreements by interpreting financial analysis and market trends to formulate contract strategy recommendations.

  • Evaluate client spend data to prioritize implementation of contracts based on highest savings opportunities, and present a plan of priority to clients.

  • Ensure contract compliance and conduct ongoing price monitoring to ensure relevant pricing.

  • Develop and ensure appropriate timelines are followed to meet necessary deadlines based on workflow system/bid calendar.

  • Maintain strong business relationships with internal and external stakeholders.

Qualifications:

  • Relevant degree preferred.

  • 5 or more years' relevant experience required.

  • Health care contracting background with a focus on successful contract negotiations preferred.

  • Ability to present complex information in a summary fashion utilizing Microsoft tools required.

  • Must possess strong relationship building and strategic partnering skills.

  • Prior experience understanding and conducting financial analysis and quantitative/qualitative assessment of data desired.

LEVEL DESCRIPTORS The Contracting and Acquisitions Agent job family consists of four levels which are distinguished by the level of complexity of specific job assignments, the extent of responsibility assigned for a specific task, the level of expertise required for the completion of assigned tasks, and the responsibility assigned for the supervision of others. Level III This is the specialist level of this job family where employees are assigned independent responsibilities involving the acquisition of goods and services for an institution or agency. This may include responsibility for completing all related actions concerning competitive bidding or negotiation; for evaluation of proposals; for analyses of products; for disapproval or termination of contracts; and for insuring compliance with all legal and regulatory requirements concerning contracting and purchasing. MINIMUM QUALIFICATIONS Level III: Education and Experience requirements at this level consist of three years technical clerical work PLUS two years of experience involving contracting and purchasing; OR an equivalent combination of education and experience PLUS two years of experience involving contracting and purchasing . NOTE: Experience should include the following procedures: sending out invitations to bid and making telephone bids, evaluating bids or telephone price quotes, awarding contracts and/or issuing purchase orders, working with users and understanding their needs and requirements and assuming the responsibility for the correct evaluation and determination of bids and proposals. SPECIAL REQUIREMENT Applicants must be willing and able to fulfill all job-related travel normally associated with this position. Persons appointed to positions within some agencies must possess or obtain certification as a Certified Procurement Officer (CPO) no later than eleven months from the date of appointment. Some positions within some state agencies may require certification as a Certified Procurement Officer (CPO).
