Are you a procurement professional with a passion for managing complex projects and fostering interagency cooperation? The Department of Administrative Services is seeking a dynamic Senior Contract Specialist to join our team. In this role, you will lead the formal competitive procurement process, providing expert consultation and overseeing solicitations for state agencies, boards, and commissions.

You will manage the entire procurement lifecycle for a diverse range of contracts and agreements, including those for supplies and services, construction projects, and technology initiatives. Your expertise will ensure the seamless execution and administration of statewide contracts, benefiting state agencies, local governments, higher education institutions, qualified not-for-profit organizations, Tribal governments, and other governmental entities, including those in the State of Washington through interstate cooperative agreements.

Additionally, you will administer multistate cooperative agreements with organizations such as the National Association of State Procurement Officials (NASPO) and the Minnesota Multistate Contracting Alliance for Pharmacy Infuse (MMCAP Infuse), enhancing the procurement capabilities of the State and ORCPP members.

What We Are Looking For

Minimum Qualifications:

  • Five years procurement and contract experience related to the position such as developing and administering standard contracts, agreements, or solicitations; OR,
  • A bachelor's degree and two years of professional-level procurement and contract experience related to the position; OR,
  • Any combination of experience and education equivalent to five years of procurement and contract experience related to the position.

  • Strong organizational skills and demonstrated ability to prioritize and coordinate multiple purchasing programs or projects simultaneously. AND Effective Communication

  • Demonstrated ability communicating effectively, both verbally and in writing, with diverse individuals from all levels of an organization.

  • Contract Analysis and Negotiation
  • Ability to analyze and negotiate contracts in compliance with statutes and rules, as well as proficiency in preparing contractually sound agreements.
  • Bid/Quotation Evaluation
  • Demonstrated knowledge of bid and quotation criteria and processes and the ability to consistently apply evaluation criteria, statutes, and rules in bid analysis.
  • Procurement Principles and Ethics
  • Thorough understanding of procurement laws, policies, and guidelines with the proven ability to analyze and appropriately apply these principles.
  • Research and Synthesis Proficiency
  • Skilled in researching and synthesizing information with the proven ability to summarize complex information into concise, easily understood documents.
  • Systems Experience
  • Proficiency in using a computer and word processing software for purchasing functions.

Preference:

  • Preference may be given to applicants who hold any of the following certifications: State of Oregon
  • Oregon Procurement Basic Certification (OPBC) or Oregon Procurement Advanced Certification (OPAC).

  • This position is eligible for hybrid work, but not for full-time remote work. The team must be in the office for one full week each quarter, though this schedule may change based on Agency needs. In-office work is mandatory, and the terms of hybrid work will be discussed and agreed upon with the successful candidate and hiring manager.
