Summary

Under general direction, is responsible for coordinating for professional service agreements, designing and writing solicitations and contract documents, evaluating and monitoring complex contracts for compliance, overseeing the proposal evaluation process, negotiating contract terms and conditions, preparing reports and presentations, advising County staff on contracting and compliance issues and performs related duties as required,

Duties and Responsibilities

  • Coordinates contract processes for professional service agreements, in compliance with all established procedures and policies

  • Assists Business Services Manager for the procurement of professional service agreements

  • Leads integrated contract team to include the areas of finance, legal and risk management

  • Designs and writes the solicitation and contract documents to include Information for Bids (IFB) and Request for Proposals (RFP) and other contract delivery methods

  • Identifies contract risk and obligation and recommends solutions to mitigate risks

  • Evaluates and monitors complex contracts for performance compliance and contractual obligations

  • Acts as liaison between project managers, department heads, outside agencies, county staff and the community to ensure state and local contracting laws are followed

  • Oversees the evaluation process of ranking vendor or consultant responses based on selection criteria

  • Negotiates contract terms, costs and conditions with selected vendors or consultants

  • Prepares reports and presentations regarding recommendations on County contracts for use in Commissioners Court

  • Advises County office/department representatives on contracting and regulatory compliance issues

Minimum Qualifications

  • Bachelor's Degree in Procurement, Contract Management or Public Administration and three (3) years' experience in procurement, writing solicitations and contract documents or negotiating contracts OR Certified by a State or National Organization in Purchasing, Contracting or Procurement and six (6) years' experience in procurement, writing solicitations and contract documents or negotiating contracts; or equivalent combination of education and experience

  • Good knowledge of contract law; good knowledge of competitive bidding and award procedures; good knowledge of accounting concepts and techniques

  • Skill in writing solicitations and contract documents; skill in negotiating contracts; skill in coordinating multiple projects simultaneously; skill in organizing, compiling and recording information accurately; skill in utilizing word processing, database or spreadsheet software packages

  • Ability to manage and interpret statistical data, formulate recommendations and write reports; ability to present technical information clearly and logically; ability to communicate effectively, both verbally and in writing; ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy; ability to operate personal computer and basic office equipment; ability to establish and maintain effective working relationships with Commissioners Court, Elected/Appointed Officials, Department/Division Heads, County employees, co-workers, outside agencies, service providers, vendors, contractors and the public

  • Must secure and maintain a favorable background investigation and clearance

  • Must clear a pre-employment physical and a pre-employment drug screen test

  • Must have and maintain a valid Texas driver's license, motor vehicle liability insurance and personal injury insurance

  • May be required to work more than 40 hours during the workweek

Working Environment and Physical Demands:

  • Constantly working in indoor conditions

  • Occasionally moves items weighing up to 20 pounds

  • Occasionally moves about the office

  • Frequently communicates with others; must be able to exchange accurate information

  • Constantly operates a computer and other office productivity machinery

  • Positions self to perform essential functions

  • Must be able to remain in a stationary position
