POSITION DESCRIPTION: Implement procurement processes necessary to acquire commodities and contractual services through Invitation to Bid (ITB), Request for Proposal (RFP), Invitation to Negotiate (ITN), Single Source, and Exempt methods of procurement.

Implement contracting principles, procedures and processes related to the preparation and review of solicitation documents, posting of contract advertisements, negotiations, contract documents, vendor's quotes/bid proposals/replies, contract award, contract renewals, contract modifications, extensions and close-outs. Verify funds availability at time of advertisement and execution. Coordinate the preparation of solicitation documents and addendums.

Confirm the responsiveness of vendor's responses. Timely prepare completion of contracts, modifications, renewals and closeouts, as applicable. Communicate vendor's issues as required by procedure.

Guide contract managers on proper contracting processes. Ensure that contract managers take the appropriate training/certification as required by the Department of Financial Services. Coordinate the scheduling of Technical Review Team meetings, Selection Committee meetings, pre-bid/pre-proposal/reply meetings, oral presentations, negotiations, reading of technical scores, and price proposal openings in accordance with procedure.

Participate in statewide meetings, conferences and training, as required, to perform job responsibilities. This position has financial disclosure responsibility in accordance with Section 112.3145, Florida Statutes.

Assist with procedure reviews and implementation. Ensure that contract activity, documentation and information are timely and accurately recorded into the various business data management systems, as required, i.e.

Vendor Bid System (VBS), My Florida Marketplace and the Florida Accountability Tracking System (FACTS), etc. Coordinate project/contract managers training on the several aspects of procurement

Coordinate procurement and administrative actions with the Department's Equal Employment Opportunity Office (EOO) to encourage utilization of qualified Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE), and small business firms. Assist with coordinating and presenting regularly scheduled meetings designed to inform vendors how to do business with the department.

Assist in establishing work unit objectives and action plans. Participate and provide administrative and outreach support services that result in utilization of qualified DBE, MBE and small businesses.

Participate in contract mediation and protest settlement actions by compiling, organizing and submitting protest information as directed. Participate in good faith effort committee meetings and depositions regarding protests as required. Coordinate and provide status of protest information to Florida Department of Transportation staff and appropriate contractors as required.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of state procurement laws and rules; Ability to interpret laws, rules, procedures and practices related to procurements of contractual services and commodities; Ability to plan, develop and coordinate the procurement of complex projects for contractual services and/or commodities; Ability to communicate effectively and appropriately both verbally and in writing; Ability to work independently, plan, organize and prioritize assignments; Ability to establish and maintain effective working relationships; Skilled in the use of computer based spreadsheets, databases and word processing applications; Skilled in reviewing documents for accuracy and completeness; Skilled in problem-solving techniques; Skilled in contract negotiation techniques; Ability to research, analyze data and produce reports; Skilled in contract negotiation techniques.

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university, and 2 years of professional experience OR FCCN plus 2 years (public) procurement experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for required college education.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
