DOT is seeking a procurement professional to serve as Senior Procurement Analyst/Program Coordinator in DOT's ACCO Office. The candidate will have experience in City procurements and related administrative tasks.

Assist the ACCO management with review, evaluation and processing of forms and documents for various methods of procurements (including but not limited to Competitive Bids, Request for Proposals, Sole Source, etc.), to ensure conformity and compliance with Chapter 13 of the City Charter, the Procurement Policy Board (PPB), and other rules set by NYC, State and Federal agencies. Utilize PASSPort and other Citywide systems for review and processing of solicitation documents; bid and proposal packages, and other vendor submissions; recommendations for contract awards, modifications, registration packages, etc. Perform research to assist the management in determining the most effective way of procuring items, and to advise program unit.

Coordinate in the level of a Senior Contract Analyst/Program Coordinator with staff of other divisions, Legal and Budget, to ensure accuracy in milestones and tasks so the program/division needs are satisfied in a timely manner. Lead meeting with project managers, recommend revisions in the scope, train end users for usage of systems and interpret milestones. Work closely with staff of various NYC agencies and represent the agency in meetings when needed.

Assist in the establishment of Minority and Women-Owned Business Enterprises (MWBE) goals, vendor responsiveness and responsibility process. Chair meetings with vendors, compile information for pre-bid or pre-proposal conferences, and assist in price negotiations. Perform other assignments equivalent to those described.

ADMINISTRATIVE PROCUREMENT ANALYST CIVIL SERVICE LIST, OR BE QUALIFIED UNDER THE 55-a PROGRAM *

Minimum Qualifications

1.A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

2.A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.

Preferred Skills

Relevant experience in public or business administration. Knowledge in government procurement procedures, and applicable rules and regulations.

Ability to communicate effectively in verbal and written form. Must have analytical skills. An experience with PASSPort and FMS systems is strongly desired.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
