Provide highly reliable, highly credible professional, specialized technical expertise in support of Air Force Civil Engineer Center (AFCEC) at Joint Base San Antonio in Lackland, Texas (JBSA). The AFCEC/CF's global Air Force facility design and construction execution mission.


AFCEC Facilities Engineering Directorate (AFCEC/CF) leads execution of a program encompassing approximately $10B active design and construction projects across the Military Construction (MILCON), Facilities Sustainment, Restoration & Modernization (FSRM), unspecified Minor Military Construction (UMMC), and Energy Resilience and Conservation Investment Program (ERCIP) programs worldwide. The directorate manages approximately $2B in MILCON projects for the AF.

  • Position expected to start Q1 2019

Clearance Level: Must be a U.S. Citizen with the ability to obtain a clearance

Location: The work will take place at AF facilities in San Antonio in Texas, Offutt AFB in Nebraska, and Cannon AFB in New Mexico. These work locations can change throughout the contract's 5 yr period of performance.

Working Hours: Normal working hours are 7:30 AM to 4:30 PM (CST) Monday Friday

Travel: Some Travel in support of this program will entail travel within the CONUS and Alaska.

Essential Duties & Responsibilities:

As the Senior Construction Manager at Joint Base San Antonio-Lackland (JSBA) working on the Air Force Civil Engineer Center (AFCEC), the ideal candidate will be responsible for the overall management of tasks performed under this task order. In this role, the Senior Construction Manager will accomplish the following:

  • Provide technical input to project managers and management on complex technical issues

  • Provide technical advice during evaluation of non-A&AS proposals

  • Field review and analysis of contractor field performance

  • Perform quality assurance oversight of Architect/Engineer and construction contractor technical work products, including assessment for compliance with applicable codes and design criteria

  • Independent assessment of project risk during design and construction based on earned value management, critical path schedule achievement, compliance with required construction management submittals, and other risk indicators.

  • Providing technical training, lessons learned, and best practices to technical and project management staff

  • Read and understand BIM submittals, CAD drawings, old blueprints, and facility/project specifications

Education and Experience:

Masters in Engineering, Architecture, Construction Management, or related degree required. (Degrees may be substituted with additional 6 years of experience):

  • A minimum of 10 years' experience, within the last 20 years, must be in Air Force (AF) facility design and construction execution.

  • Knowledge of Facility and Building systems- Roofing, Building Envelope, Interior Construction, MEP (Mechanical, Electrical and Plumbing), Building automation, etc.

  • Experience applying the Department of Defense Unified Facilities Criteria and Uniform Facilities Guide Specifications to complex facility construction projects

  • Ability to coordinate access to facilities, set up briefings, and conduct interviews with facility personnel

  • Ability to organize and gather project data, conduct analysis, prepare reports and provide recommendations without assistance

  • Strong written and verbal communication skills.

  • Familiar with inputting data and producing reports from ACES-PM and TRIRIGA.

  • Utilizing and applying computer software including Microsoft Office (Excel, Word, PowerPoint, Access, Project, Autodesk AutoCAD 2013, etc.

  • Read and understand BIM submittals, CAD drawings, old blueprints, and facility/project specifications.

  • Federal contracting experience required

  • Be able to multi-task in a tight deadline mission critical environment

  • Able to converse effectively both orally and in writing up and down the chains of command

WORK LOCATION: 10303 Toolyard Essential Job Functions * Supervises Construction Inspectors and Senior Construction Inspectors to ensure compliance of assigned Transportation and Capital Improvements projects. * Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; recommends disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City of San Antonio's Personnel Rules and Regulations. * Visits project sites to monitor progress, observe the quality of work, ensure compliance with plans, specifications, contract documents and respond to questions and inquiries. * Observes work in progress to address major or complex problems not normally handled by subordinates to ensure that plans, specifications and contract documents are followed; materials used conform to specifications during construction. * Ensures that proper safety and traffic control procedures are followed. * Provides leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving the department's and the City's mission, objectives, and core values. * Participates in the selection of Construction Inspections Staff; provides or coordinates staff training; works with employees to correct deficiencies. * Establishes schedules and methods for providing construction inspection services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly. * Reviews inspection reports completed by subordinates to ensure documentation is complete and action taken is proper; prepares and presents oral and written reports; maintains records and documents activities; provides field support to subordinates or performs field inspections and investigations when unusual problems arise; performs quality control inspections and plan reviews. * Prepares final inspection punch lists and coordinates the final acceptance processes with City staff and others; prepares completion notices and final payments. * Coordinates and assists with organizational performance review studies to improve the utilization of staff and other organizational resources. * Coordinates and prepares reports and correspondence in response to requests from management teams or other departments. * Performs related duties and fulfills responsibilities as required. PREFERRED QUALIFICATIONS: * Certified in Work Zone Traffic Control. * Certified in Erosion, Sediment, and Storm Water Inspections.
