General Description

Responsible for the adequacy of the Bank's overall compliance program over non-deposit investment products and fiduciary services. Assessing, designing, and implementing policies and procedures to ensure the offering and services of all the Bank's non-deposit investment products and fiduciary services and activities are developed, provided, and rendered taking into considerations the regulatory and legal requirements.

Essential Duties and Responsibilities

  • Responsible to administrate an effective compliance management system (CMS) by tracking and executing the CMS strategies and initiatives related to compliance reviews, issues and/or concerns that minimize Popular's risk exposure.

  • Responsible for the establishment, documentation, evaluation and periodical review of policies and procedures for all the business units Financial Compliance provides support including the Bank and the Fiduciary Services.

  • As the subject matter expert, is the appointed main point of contact for all financial compliance matters, including questions, issues and challenges, and working with employees across the Bank and Fiduciary Services to ensure compliance issues are addressed, investigated, and resolved.

  • Responsible for reviewing business units' policies and procedures manuals and ensure they are updated as needed. Carry out periodic and continuous reviews and evaluations of these procedures and recommend appropriate changes to ensure compliance with applicable laws, regulations, and rules.

  • Responsible for developing risk management strategies and direction to the management team on compliance. Analyze and evaluate current risk and identify potential risks with compliance and legal criteria.

  • Develop, manage, and conduct independent risk-based periodic testing and monitoring that are tailored to the applicable regulations and compliance policies and procedures. Document any findings and its outcome and promptly escalate to senior management any issues.

  • As the appointed regulatory liaison, independently manage internal and regulatory audits and exams by coordinating, tracking and documenting all compliance processes and ensuring firm-wide readiness for any regulatory examination and investigation.

  • Ensure corrective actions are implemented to close any issues, findings or recommendations of regulatory agency examinations, external audits, internal audits and compliance assessments.

Education

Bachelor's degree in Business Administration or related fields, Juris Doctor (preferred)

Experience

Must have at least 5 years of experience in managing financial compliance regulatory matters. Expertise and knowledge of non-deposit products operations and applicable regulations, including securities and insurance (required). Knowledge and experience in Fiduciary and Trust operations and applicable regulations (preferred).

Other Qualifications

  • Licensed as attorney in at least one jurisdiction (preferred).
