As the Senior Clinical Laboratory Specialist for Quality Assurance and Compliance, you will provide leadership and technical expertise for the quality and compliance program within the Department of Pathology and Laboratory Medicine. Success in this vital role will require in-depth knowledge of the relevant regulatory and accrediting agency requirements for blood banks, including CLIA, Department of Public Health, FDA, CAP and AABB. You will maintain quality systems throughout our multidisciplinary laboratory environment while ensuring adherence to all regulations, laws, guidelines, and standards of the licensing, accrediting, government and credentialing agencies. Responsibilities

As the Senior Clinical Laboratory Specialist for Quality Assurance and Compliance, you will provide leadership and technical expertise for the quality and compliance program within the Department of Pathology and Laboratory Medicine. Success in this vital role will require in-depth knowledge of the relevant regulatory and accrediting agency requirements for blood banks, including CLIA, Department of Public Health, FDA, CAP and AABB. You will maintain quality systems throughout our multidisciplinary laboratory environment while ensuring adherence to all regulations, laws, guidelines, and standards of the licensing, accrediting, government and credentialing agencies. You will also:

  • Review quality data, proficiency testing activities and validation plans

  • Perform assessments/audits

  • Develop new policies, processes and procedures

  • Provide technical review for both the laboratory and UCLA Health

  • Review nonconforming events to identify systematic problems

  • Review data trends for risk management/process improvement

  • Oversee document control and record retention practices and conduct trainings

Qualifications

We're seeking a detail-oriented professional with a current CLS license, a Bachelor's degree and:

  • Experience with the regulations, laws, guidelines, and standards of licensing, accrediting, government and credentialing agencies

  • A minimum of four years of clinical laboratory scientist experience

  • Experience in quality assurance, quality improvement and compliance

  • Experience in audit and assessment processes

  • Background in deviation management and applying corrective action

  • Proven experience in training and lecturing to large groups

  • Working knowledge of principles and tools of performance improvement

  • Knowledge of project planning/implementation

  • Experience writing procedures and reports

  • Excellent interpersonal and group facilitation skills

  • Ability to work independently and as part of a collaborative team

  • Specialist in Blood Bank Technology (SBB) certification preferred

  • Supervisory experience a plus

  • ASQ/CQA or ASQ/CQM certification highly desirable

Professional Requirements Job Summary Responsible for efficient and effective coordination of Performance Improvement (PI), Accreditation, Regulatory & Licensing, and Risk Management information management functions. Performs information management functions of data abstraction e.g., data entry, data quality control, data analysis, report design and display within the various applications to support clinical information and outcomes management functions hospital wide. Utilizes continuous quality improvement tools and methodologies to assure data integrity of the PI, AR&L and Risk Management related data bases. Responsible for interfacing external sources, in addition to supporting HPMC's efforts to identify, measure, assess, and improve patient care, quality and safety. Responsible for assisting the Quality Director, Director of Risk Management , and Vice President, with Quality, AR&L and Risk Management related programs with the objective of controlling and minimizing loss to protect the human, physical, and fiscal assets of the organization. Assists with data collection, activities, and functions that promote an integrated program to ensure the provision of the highest quality of health care. Performs other duties as needed. * Assists in achieving identified Accreditation, Regulatory & Licensing outcomes. * Identifies, at the earliest opportunity, any evidence/scientific-based changes, or proposals that may impact the organization and make recommendations of how compliance can be achieved. * Prepares and directs staff members to assess compliance in their individual areas, to point out areas that need to be corrected. * Identifies gaps in compliance with state hospital licensing and accreditation standards * Communicates to Quality Director, Director Risk Management and Vice President, Quality on high risk compliance issues and new and developing standards, laws and regulations * Serves as the liaison between assigned accreditation/regulatory bodies and the hospital * Assists with tracers, mock surveys, internal audits and rounding activities to identify vulnerabilities and to validate compliance with accreditation and regulatory standards. * Addresses accreditation and regulatory compliance issues * Coordinates ALL survey activities * Coordinates post survey activities * Maintains required reports and summaries of noncompliance issues and survey activity * Facilitates review and training of survey command center functions, documents and processes with facility management and leaders * Assists with the EOC program to ensure regulatory compliance under the direction of the Vice President, Quality * Assists with the IIPP program to ensure regulatory compliance under the direction of the Vice President, Quality * Assists with the Infection Control Program to ensure regulatory compliance under the direction of the Vice President, * Quality * Custodian of ALL regulatory compliance related documents and reports. * Assists the Vice President Quality with AR&L Committee * Uses resources to maintain current knowledge of CMS, Title 22, and The Joint Commission requirements of Core Measures and Value Based Purchasing with relation to Core Measures. * Represents the Quality and Risk Management Team in various meetings. Minimum Work Experience and Qualifications: * 1 year of experience in a healthcare setting, performing data analysis. * Compile data and place in a report format (excel, PowerPoint). * Ability to present, explain data and trends to various levels of key stakeholders. * Ability to communicate effectively verbally and in writing. * Must be able to work in a union environment.
