Waukesha County Department of Health and Human Services is seeking a talented, licensed, Senior Clinical Psychologist to work within the Clinical Services Division.The Department may choose to underfill this position as a Clinical Psychologist with an interim psychology license. Waukesha County is a recognized leader in providing cutting-edge, evidenced-based assessment and intervention of substance use and mental health disorders, with a variety of long-term grants in place to sustain nationally recognized opioid use prevention and treatment programs.

Within the Clinical Services Division, the psychologists support all service areas through the provision of psychological evaluations, and individual and group therapy. They also provide clinical supervision to practicum students and dually certified master's-prepared clinicians, consultation to other divisions within HHS, and are involved in a variety of initiatives to improve the lives of Waukesha County residents. Applicants demonstrating broad experience in assessment and treatment across all age groups and a variety of diagnostic categories, including substance use disorders and court-ordered populations, are particularly encouraged to apply.

This work assignment is split between the Integrative Services Unit (outpatient clinic), located in the new Human Services Center, and the Inpatient Services Unit, located at the Mental Health Center. The schedule is Monday through Friday, 8am to 4:30pm. There is NO on-call requirement for this position.

Primary Job Duties Include (not inclusive of all duties):

  • Completion of psychological evaluations related to diagnostic clarification and treatment recommendations. This includes court-ordered evaluations from juvenile court, drug treatment court, and OWI treatment court.

  • Provision of individual therapy to clients, including those served in the outpatient clinic, Community Support Programs (CSP), and Comprehensive Community Services (CCS).

  • Facilitation of group therapy on the inpatient unit and in the outpatient clinic.

  • Clinical supervision of master's and doctoral level students, and dually-certified master's-prepared clinicians.

  • Completion of clinical documentation and prior authorizations.

Example of Duties

Under direction to perform professional work providing clinical supervision and consultation; to provide psychological testing and psychotherapy in a variety of settings for clients of all ages; and to perform other duties as required.

  • Provides clinical supervision of dually certified master's-prepared staff and consultation to multi-disciplinary department colleagues.

  • Administers and interprets psychometric instruments, and prepares detailed reports of psychological findings, including test results, diagnostic impressions, and recommendations for treatment to clients who are referred by a variety of sources.

  • Provides psychotherapeutic services to individuals and groups treating substance use and mental disorders.

  • Conducts mandated client staffing meetings and review of cases assigned to dually-certified clinical staff.

  • Provides consultation and education to departmental staff; as well as to community agencies, organizations, schools and courts.

  • Contributes clinical input for planning and evaluation efforts in the development of departmental programs.

  • Provides court-related clinical duties such as consultations, clinical interviews, evaluations, and occasional testimony. Court referrals are not forensic in nature and recommendations are non-binding.

  • Completes documentation for billing of services and maintains mandated clinical documentation in an electronic health record and paper records.

  • Establishes and maintains effective working relationships with clients, families, staff, other professionals, agencies, and the general public.

  • Performs emergency government duties as assigned in the event of Waukesha County Emergency government declaration.

  • Performs other duties as required.

QUALIFICATIONS

Essential Knowledge and Abilities

  • Thorough knowledge of the principles, techniques, and practices of clinical psychology, including psychological assessment.

  • Thorough knowledge of psychopathology, substance use and mental health principles, and techniques of psychotherapy.

  • Considerable knowledge of human service organizations, substance use and mental health levels of care, and other community resources.

  • Considerable knowledge of applicable Wisconsin State Statutes.

  • Considerable knowledge of applicable codes, rules and regulations.

  • Considerable knowledge of psychotropic medications used in the treatment of mental health and substance use disorders.

  • Considerable knowledge of confidentiality statutes and requirements, including the Health Insurance Portability and Accountability Act (HIPAA) of 1996 and subsequent revisions/additions.

  • Working knowledge of computerized department program software, internet access, and database, spreadsheet and word processing programs.

  • Ability to utilize an electronic health record.

  • Ability to communicate effectively both orally and in writing.

  • Ability to develop substance use and mental health treatment plans and to evaluate effectiveness of those plans.

  • Ability to respond appropriately to mental health emergency situations and utilize crisis intervention techniques and procedures.

Minimum Qualifications

Senior Clinical Psychologist minimum Training and Experience requirements:

  • Graduation from a recognized college or university with a doctoral degree in psychology or possession of a doctoral degree equivalency as determined by the psychology Examining Board of the Department of Regulation and Licensing.

  • Possession of or current eligibility for a license to practice psychology in the State of Wisconsin.

  • Listing or eligibility for listing in the National Register of Health Service Providers in Psychology is desirable.

Clinical Psychologist minimum Training and Experience requirements:

  • Master's degree from a recognized college or university in psychology, educational psychology, or a closely related field including coursework and practice in test administration and interpretation.

  • Two (2) years of post bachelor work experience in psychology, test administration and test interpretation.

  • Possession of or current eligibility for an interim license to practice psychology in the State of Wisconsin is preferred.
