The position serves as the Senior Clerk and works under the general supervision of the Public Health Services Manager A-SES, position 64057408, Clinical Services and provides professional support and technical assistance to the staff, community agencies, and to the general public. The employee must exercise independent judgment, initiative, and excellent communication and motivation skills; interact courteously and professionally with internal (fellow co-workers) and external customers (clients/vendors/members of the community). This position will work primarily at the New Smyrna Beach Clinic site but may be required to perform duties at multiple sites within the Florida Department of Health in Volusia County, including but not limited to Orange City Clinic and Daytona Beach Clinics based on clinic needs, as well as at sites established/co-located within the community in conjunction with community partners.

The employee is expected to arrive at assigned location (daily) on time at the provided start time. Mileage will only be paid in accordance with federal, state and county policies for travel to different service site locations within the county. Call center operator answering high volume incoming calls: verifies and updates client demographics, insurance coverage and income, accurately updating client HMS record as indicated; takes messages, answers general questions, provides accurate information to clients providing general information and assistance on agency programs, transcribes messages, retrieves voicemails accurately and distributes to appropriate personnel in a timely manner.

Excellent customer skills and professionalism in all interactions. Front desk verifies and updates client demographic information at every presentation, insurance information, income, accurately updates client HMS record as indicated, scans all required documents, correctly linking documents to client HMS record; performs accurate data entry into HMS and FL SHOTS; verifies immunizations in FL SHOTS and provides copies of immunization records to clients; schedules appointments accurately according to appropriate site and schedule template; completes check-in of clients for appointments or on a walk-in basis in a timely manner; accurately documents 'No Shows' in EHR; answers incoming telephone calls in a timely manner; speaks clearly and concisely, exercising tact and providing accurate information; accurately and efficiently provides support in other clerical areas as needed; interacts positively and professionally with nurses and other clinic staff to assure client needs are met; accurately disseminates information to the general public concerning FDOH-Volusia services.

This position requires handling confidential client social security numbers to perform job duties. The above duties are performed according to FDOH Volusia policies and procedures and are periodically reviewed for accuracy and timeliness per medical record audits.

Excellent customer skills and professionalism in all interactions. Receives requests for Release of Medical Records, scanning when necessary as well as providing copies of results. Documents in the EHR when providing results and logging the release according to HIPAA guidelines.

Immediately informs supervisor upon receipt of subpoenas or requests for medical records from law enforcement officers. Assists with data entry for outreach events and clinic services as needed. Assists as needed with billing ensuring accurate application of the Sliding Fee Scale based on verification of client income; accurately completes billing of services in HMS based upon services provided in a timely manner; accepts payment for services from client, documents payment in HMS and issues receipt to client; accurately maintains a cash drawer, following FDOH Volusia's cash drawer policies.

The above duties are performed according to FDOH Volusia policies and procedures and are periodically reviewed for accuracy and timeliness per medical record, billing, and cash drawer audits.

Performs other related duties as assigned by supervisor. Completes timesheet, EARS, and mandatory training in a timely and accurate manner in accordance with agency policies. Attendance and participation in staff meetings/trainings Performs other related duties, including Emergency Duty.


  • Valid State of Florida Driver's License and must have use of reliable personal automobile

  • Minimum of two years customer service or clerical work experience

  • Bilingual in English and Spanish preferred.
